You will serve as a PHYSICAL SCIENTIST (ENVIRONMENTAL PLANNING/POLICY ANALYSIS) in the MARINE CORPS INSTALLATION COMMAND of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will assist MCICOM DPRI Executive Director in all matters pertaining to deliberate, near-term and long range planning and execution of environmental projects and programs. You will serve as sole authority on interpreting laws, regulations, and policies for application in unusual, unique and ambiguous circumstances to ensure the Command and USMC environmental actions are compliant and on firm legal and ethical standing. You will be responsible for overseeing/coordinating the planning, designing, scheduling, and execution of major projects, studies, or other relation work. You will establish and monitor internal personnel management and fiscal controls, and ensures uniform application of regulations, policies, directives, and environmental practices. You will review the reports from each discipline area to ensure project objectives are met, sound quality assurance practices were applied, and methodology and results are accurate and consistent. You will develop, organize, and implement strategic messaging events, conferences, and meetings with civilian stakeholders and local government agencies to present and defend DoD proposed actions that are negatively interpreted by local participants.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising on laws, regulations, and policies associated with Marine Corps Force Posture actions, knowledge of geopolitical and economic growth issues, and environmental analysis of environmental programs. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
