These positions are located in the Bureau of Land Management (BLM), Oregon District with duty locations in Klamath Falls or Lakeview, Oregon, and Roseburg, Oregon. The primary purpose of the position is to perform a full range of analytical, technical, and administrative duties related to formulating, executing, and monitoring a Federal budget for specifically assigned organizations, object classes, substantive programs, and/or support activities.
Duties
The Budget Analyst is responsible for:
Strategic planning for short- and long-term budget planning on the district.
Budget formulation for proposed and actual expenditures for current and future activities, as well as analyzing and reporting budget details for each program area.
Budget execution through the annual budget process, from Planning Target Allocations (PTA) through the Annual Work Plan (AWP) by monitoring and tracking all areas of the budget process (including but not limited to tracking labor costs and lapses, and transfers from other agencies), ensuring that the funds expenditure meets BLM strategic planning goals and that expenditures to not exceed authorized spending limits.
Meeting budget performance quarterly targets, and monitor performance tracking systems such as the Performance Management Database System (PMDS).
Help district staff to understand the budget process, providing training when necessary.
Participate in other activities, such as policy development, organizing district responses to state office and HQ proposals, audits, risk assessments, etc.

Qualifications
In order to qualify, you must meet the education and/or specialized experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience GS-09: Applicants must have one full year of specialized experience equivalent to GS-07 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) contributing inputs on budget formulation, budget execution, budget performance, or budget training; (2) providing reports and/or advice to management officials on budgetary matters; (3) developing, analyzing, or implementing budget proposals; (4) preparing financial reports consistent with laws and regulations.
OR, Education GS-09: Successfully completed a master's or equivalent graduate degree or two full years of graduate level study leading to a master's degree or LL.B or J.D degree from an accredited college or university in a field such as finance, economics, management, accounting, or another closely related field that provides the knowledge, skills, and abilities necessary to do the work.
OR, Combination GS-09 : Successfully completed a combination of education and specialized experience as described above that, when converted to percentages, equals at least 100% of the total requirement. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for this grade level.
Specialized Experience GS-11 : Applicants must have one full year of specialized experience equivalent to GS-09 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) determining whether obligations, expenditures and allotments are within funding limitations of an approved budget; (2) compiling, analyzing and making corrective entries to income, operating expenses, and budget; (3) preparing preliminary budget estimates and reviewing justifications for program support activities; (4) compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews.
OR, Education GS-11: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree from an accredited college or university in a field such as finance, economics, management, accounting, or another closely related field that provides the knowledge, skills, and abilities necessary to do the work.
OR,Combination GS-11: Successfully completed a combination of education and specialized experience as described above that, when converted to percentages, equals at least 100% of the total requirement. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for this grade level. (Note: Only graduate education in excess of two (2) years (36 semester hours) can be used in this calculation).
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
