These positions will serve as the Fire Budget Analyst for Hawaii Volcanoes National Park and Sequoia and Kings Canyon National Park within the respective Division/Branch of Wildland Fire and Aviation. One position is available at each park.
Duties
These positions will report to the Fire Management Officer within the Division or Branch of Wildland Fire and Aviation within their respective organizations.
The incumbent serves as a technical specialist for budgetary matters for the parks fire management program and will perform a wide variety of budget, statistical, computer and clerical duties in addition to assisting with incident finance for in-park wildland or prescribed fire.
Duties include: a) performing various analytical and data entry tasks related to the formulation, execution and adjustments of the fire divisions budget including, but not limited to the preparation of status of funds reports, processing utility bills, making/tracking purchases and deposits; b) processing travel authorizations and vouchers; c) performing a variety of clerical duties including answering telephone calls, input and adjustment of time and attendance records, personnel requisitions, finance, travel, supplies, equipment and various other matters.
Administrative activities will also include processing of property inventory, and maintenance of various files.
Incumbent will provide technical advice to others in preparing financial plans and setting up operating budgets and will conduct review to ensure expenditures are within approved funding levels and follow wildland fire budget policy.
Duties will be developmental in nature when filled below the full performance level.

Qualifications
All qualifications must be met by the closing date of this announcement-03/25/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-07 grade level, you must possess at least any of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; comparing job orders, work orders, and requests for funds with account balances to assure that funds are available; adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate study in a related field such as business administration, economics, accounting, governmental budgeting, and public administration. (One year of graduate education is 18 semester hours or 27 quarter hours). You must include transcripts.

Successful completion of a combination of education and experience as described above.
-OR-Meet criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies.
To qualify for this position at the GS-09 grade level, you must possess any of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their affect on the budget; and preparing financial reports consistent with regulations and guidelines. You must include hours per week worked.

EDUCATION: Successful completion of at least two full years of graduate level study leading to a master's or equivalent degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration. You must include transcripts.

Successful completion of a combination of education and experience as described above.
