Duties

Develop and direct ANG policy and advocates/influences Air Staff policy AF-wide. Provide ANG-wide technical guidance and apply functional expertise necessary for the overall management of diverse programs affecting a complex multi-mission force. Manage program implementation through staff assistance visits (SAVs), data collection and analysis, and written reports. Develop and provide Training and Combat Arms programs-specific training/instruction on a wide range of work operations. Represent ANG at conferences, workshops groups, and meetings.

  • United States Air Force Security Forces and/or Combat Arms Technical School graduate is highly desirable
  • Position may perform other related duties as assigned
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Employee may be required to work overtime

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes : (1) apply the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of security and training requirements sufficient to plan, direct, coordinate, and evaluate diverse training programs for ground combat personnel and advise key managerial personnel on courses of action affecting training capabilities and effectiveness; (2) knowledge of the body of laws, regulations, policies, and procedures related to Training and Combat Arm programs to sufficiently interpret and modify or significantly depart from standard techniques in devising specialized operating practices concerned with accomplishing project objectives; and explaining the reasons and purposes for applying measures and procedures, minimizing or abating deficiencies; (3) knowledge of Training and Combat Arms policies required for planning new-or far-reaching program requirements; (4) knowledge of organizational and communication skills to develop working relationships and manage program segments with diverse military, civilian, professional, and technical populations; (5) knowledge of program, planning, and budgeting system to plan, organize, and advocate for resources in the ANG corporate structure in the Program Objective Memorandum process. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of established principles, practices, procedures, laws, regulations, and current legislative issues as they relate to ANG Security Forces Training and Combat Arms programs, to include detailed knowledge of all USAF ground weapons, weapons maintenance capability through direct/general support levels, and USAF weapons classroom training and facilities management. 2. Skilled in the execution of DoD and Air Force physical security programs, directives, and the deployment and employment of security aids and sensor systems. 3. Current knowledge of operational risk management methods and techniques for evaluation of Training and Combat Arms programs 4. Comprehensive knowledge of basic Occupational Safety & Health Administration policies, DoD, USAF, ANG, Unified Facilities Criteria, and current market construction standards (to include the ability to read blueprints, design plans, and specifications), practices, techniques, and materials as relates to small arms range design. 5. Skilled in the employment of ANG Security Forces force protection and security equipment, devices, systems, tactics, techniques, and procedures. 6. Ability to plan, organize, direct, control, and coordinate work activity. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
