You will serve as a Program Manager in the Mission Support Division, code 120100 of NAVAL RESEARCH LABORATORY.

Duties

You will provide senior level guidance and analysis to the Head of the Mission Support Division. You will be responsible for the development, implementation, and administration of NRL's policies, programs, and system processes for all security and safety functions. You will assist in assessing long-range organizational requirements and formulating interim / long-range goals for safety and security programs. You will be establishing internal operating policies, initiating special programs and research projects. You will be responsible for assisting in the staffing of the Mission Support Division organization. You will ensure all NRL sites maintain compliance with US Government, Department of Defense, Department of Navy, Naval Research Laboratory, and other appropriate security and safety policies, programs, and system processes. You will report directly to the Head of the Mission Support Division.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Knowledge of the laws, regulations, practices and procedures applicable to all areas of security and safety, including Force Protection/Physical Security, Cyber and Communications Security, Information Security and Special Programs, as well as Personnel Security and Visitor Control, Occupational Safety and Health, Explosives Safety, Industrial Hygiene, Hazardous Material Control and Management, and Radiation Safety. This position also requires Program Management experience including management of security and safety programs and extensive responsibility for the performance of personnel who are not direct reports. It also requires the ability to maintain good working relationships with military, executive civilian, and regulatory personnel. In addition to the selective Placement Factor, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Assisting in the staffing of the Mission Support Division organization by establishing internal operating policies, initiating special programs to serve needs personnel and research projects, and estimating budgetary need; (2) Assessing long-range organizational requirements and formulating interim/long-range goals for safety and security programs based upon assessments and on-going analysis; (3) Development, implementation, and administration of policies, programs, and system processes for all security and safety function; (4) Executing of extensive knowledge of the laws, regulations, practices, and procedures applicable to all areas of the security and safety, within the example areas of Information Security & Special Programs, Cyber & Communication Security, and Physical Security; and (5) Providing senior level guidance and analysis to the Head of the Mission Support Division.
