About the Position: This position is located at the 59th Medical Wing - Joint Base San Antonio - Wilford Hall Ambulatory Surgical Center; Lackland AFB, Texas. This is a Direct Hire Solicitation

Duties

Oversee the management of daily operations of the command's trauma and clinical care research and engineering program. Evaluate the significance to trends and emerging fields and assess the adequacy of research competency within the field to achieve a quality and quantity of research to meet the agencies and missions and objectives. Form, lead, and support subject matter experts and multi-disciplinary teams to address scientific needs. Oversee research requirements build, supervise the development and maintenance of research program plans, and provide oversight of the accomplishment of research tasks required to meet technical objectives for associated portfolios. Evaluate the accuracy and scientific validity of reports submitted by contractor or other government scientists or clinical investigators. Implement and sustain a research program that meets regulatory and research compliance, cost, schedule and performance parameters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position may require the incumbent to work nights, weekends, and/or holidays.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a General Health Science Officer: Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes leading a trauma, clinical care, and/or disaster response program, managing the development and/or maintenance of a clinical research program, and evaluating scientific reports for accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
