Incumbent performs supervisory guidance for approximately twelve (12) administrative staff members. Keeps Deputy Chief of Ambulatory Care & Processing, or designee of Health Administration fully informed of personal staffing problems such as anticipated vacancies, significant workload changes or other circumstances that require rotation of/or additional staff.

Duties

Major duties of this position include, but are not limited to: Compiles data and submits reports concerning the direct accountability of telephone services. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Duties are performed in compliance with local and by Veteran Affairs (VA) directives, policies, rules, regulations reference manuals, bulletins, and memorandums. Adheres to all local, state, and federal laws. Decisions are based on a thorough knowledge of all Medical Administration Service programs, experience, sound judgment, insight and without opportunity for continuous supervisory consultations throughout the day. All decisions made by incumbent must be in the framework of policies established by VA Headquarters and local management. Incumbent for the most part works independently making all decisions of a routine nature without requiring prior approval by keeping the Supervisor fully informed when deemed necessary. Identifies developmental and training needs of employees, arranging schedules and monitors completion. Supervising all on the job training for employees, managing the performance of employees, recommending performance ratings. Ensuring the safety of employees on the job and all other responsibilities routinely associated with first line supervision of these employees. Incumbent supervises responsibilities through oral and written communication and is responsible for training of all new employees under their direct supervision. Decisions are based on a thorough knowledge of all Medical Administration Service programs, experience, sound judgment, insight and without opportunity for continuous supervisory consultations throughout the day. The effective operation of the functions of the section ensures that the program is utilized according to policy. Must be knowledgeable of the most current local policies in all functions of the telephone operations at this facility in order to answer inquiries from any source. Completed projects, evaluations, and reports are reviewed by Deputy Chief of Ambulatory Care & Processing or higher management for overall technical soundness, appropriateness, and conformity to policy and requirements of the service. Completed work is reviewed on a sample basis by evaluation of reports and finished products. Evaluates work performance of subordinates. Gives advice or instruction to employees on both work and administrative issues. Work Schedule: Monday-Friday, 8:00pm to 4:00am Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and ability to supervise up to (12) employees within the Medical Administrative Service. Knowledge of Veterans Affairs (VA) medical and administrative directives concerning policies and legal aspects on such matters as Health Insurance Portability and Accountability Act (HIPAA) regulations, and telephone services as well as medical center operations to include implementation of station fire, and all other emergency disaster plans. Incumbent must have thorough knowledge of various forms of communications to include: Operating telephone consoles Various alarm procedures and operations Locations of various offices and departments Paging systems utilized at this facility to include pagers and Vocera Emergency operating procedures to include medical and psychiatric concerns. Multi-tasking, organization skills Records maintenance to include cascade lists, employee records, etc. Comprehensive computer skills Communications skills both orally and in writing Ability to work independently. Physical Requirements: Employee is continually required to move about the work area in order to make contacts and perform the duties of the position. The work is sedentary in nature in an office environment, most duties can be accomplished from a sitting position. Some stooping, bending, lifting, walking, and standing as required.
