Duties

The specialist conducts research and gathers and maintains environmental data relating to mitigation of surface impacts and restoration of surfaces to a productive condition. This action includes record research of inactive wells, abandoned locations, and access roads to verify locations of responsible operator/lessees. The specialist coordinates and participates in inspections to identify sites needing additional work to achieve adequate restoration. The specialist arranges and participates in the inspection of locations for proposed operator and corporate production actions to determine the potential impacts of the operations. The specialist makes recommendations on implementation of mitigating measures to reduce the impacts. The employee conducts field inspections of hazardous material and oil and gas drilling and production operations to determine compliance with environmental requirements of approved plans and conditions of approvals.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Must have basic knowledge of other resource programs as they relate to mineral activities, including cultural resources and threatened and endangered species. Must have a working knowledge in the physical and resource sciences, including geology, hydrology, soils, range conservation, and wildlife. Thorough knowledge of well-established natural resource and environmental protection and analysis concepts, principles, and procedures involved with oil and gas mineral operations. Thorough knowledge of Federal, State, and local environmental laws and regulations including regulations, manuals, guidelines, and procedures utilized in the management of Federal lands. Must apply a knowledge of some the following regulations and guidance: Clean Air Act, Clean Water Act (CWA), Non-Point Discharge Elimination System (NPDES), Above Ground Storage Tank (AST), Toxic Substance Control Act (TSCA), Oil Pollution Act (OPA), Emergency Planning and Community Right to Know Act (EPCRA), Hazard Communication Program (HAZCOM), Waste Minimization, Recycling, and Pollution Prevention programs. Ability to analyze projected impacts of standard hazardous materials management, disposal, and mineral operations to make detailed recommendations for the restoration of damaged lands and abandoned sites. Must have the ability to use automated equipment for word processing, database input and workload tracking. -OR- Master's or equivalent graduate degree in a related field -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
