This position is organizationally aligned to Nursing Service at the Edward Hines, Jr. VA Hospital, Hines, IL - a Level 1a Complexity VHA Facility. The primary purpose of this position is to provide patient care and support to routine and specialized procedures across Surgical Clinics.

Duties

Major Duties: Performs manual podiatric toenail debridement and observes and reports significant clinical changes. Enters a treatment note into a CPRS template, completes an electronic encounter form for that visit and sets a reappointment date for future treatment as appropriate. Receives assignment for the following procedures: EKG, Cast removal/Cutting, Surgical Scrubs, assists with Thoracentesis, Complicated dressings, Unna Boot replacements, podiatric nail trimming, assists with proctology examinations/set and Phlebotomy. Secures patients' confidence and cooperation during procedures. Explains procedures, positions patients for desired results, and cushions and shields patients as appropriate. Independently explains procedures and positions patients for a variety of difficult procedures such as joint injections, cast placement or removal, proctology exams, endoscope ENT exams, Assists health care professional to position patient and answer patient's questions during complex procedures. Responds to emergency situations such as cardiopulmonary failure, hemorrhaging, and shock by assisting in the performance of resuscitation measures. Operates and maintains equipment such as Medivator, equipment for cast cutters, endoscopes, and microscopes, dynamaps, suctioning equipment, hemorrhoid banding equipment, EKG machines, pulse oxzimeters, IPAX (computer for outside CD reading) and all other equipment not listed above for diagnostic and treatment procedures. Determines technical factors, sets controls and operates equipment and instruments. Adjusts and adapts specialized equipment for difficult procedures. Selects and sets equipment's technical factors for a variety of difficult tests or procedures. Sets up and adjusts accessory equipment required, and sets indicators for measurements or readings necessary for requested procedures. Assists medical staff with or performs diagnostic procedures used to diagnose medical conditions. Adjusts, adapts, and operates specialized equipment and accessories needed for difficult procedures. Performs difficult specialized tests and measurements that are preliminary to the physician's treatment of the patient. Demonstrates use, purpose and care of instruments and accompanying accessories. Operates and maintains medical instruments. Notifies physician of results and ensures original results are included in the permanent record. Works with staff to coordinate the patient's surgical process through the clinic area and follows up with patient to provide a seamless transition to post operative care. Orders and maintains supplies for the unit, to include specialized supplies and reusable medical equipment/instruments used on the unit. Provides orientation/training to staff regarding equipment or instruments used by position (nippers). Arranges and passes medical instruments and materials to medical/health professional for a variety of diagnostic tests and procedures. Performs a variety of difficult diagnostic tests and procedures. Makes determinations where instructions or guidelines are only general in nature and do not contain specific details. Recognizes abnormalities and brings them to the attention of appropriate medical/health care professionals. Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers. Incumbent must possess effective communication skills in order to interact with physicians, co workers, patients, patient's families, manufactures representatives, and other Hospital personnel. Certification in basic CPR is required. Work Schedule: 730am to 400pm Monday-Friday Position Description Title/PD#: Health Technician(Surgical Clinics)/PD07082A Physical Requirements: The work involves long periods of moving about the work unit and requires some extended standing, walking, bending, lifting and carrying of light items. Considerable agility and manual dexterity is required while passing instruments during surgical procedures and operating equipment such as nail nippers. The work requires heavy lifting of equipment and the lifting and repositioning of patients. Work Environment:The work is performed in a hospital clinic setting where exposure to contagious and infectious diseases is present. Special gloves, gowns, masks, and the use of aseptic techniques is required in caring for certain patients.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05, or equivalent, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of computer systems and programs to perform a variety of tasks. Ability to communicate, consult, and interact with other members of the healthcare team, external relations, customer service and patient education. Ability to provide and receive guidance and technical direction. Ability to plan, organize, set priorities, work as a team member, and effectively complete assignments. Ability to read, interpret, and apply complex written instructions. Knowledge of general clinical policies and procedures in a healthcare environment. Skilled in the use of telehealth technologies for the facilitation of clinical encounters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
