This position is located in the Logistics Service at the VA Illiana Health Care System, Danville, IL This position serves as a Property Manager in the Material Management Division of the Logistics Service and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned areas.

Duties

Conducts short, mid and long-term advanced planning for new and replacement NX assets utilizing enterprise wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates lost workload, cost, depreciation, trade-in value and other factors. Computes requirements for equipment inventory items. Requires significant interaction and coordination with service lines, biomedical, engineering and other stakeholders Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, to determine need to intervene in supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions. Participates in VISN and facility strategic planning to support major and minor construction projects Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment Analyzes and advises the customer on equipment purchase recommendations utilizing the best value approach. Reviews and report back to Fiscal Service on listings of delinquent payments and receipts of equipment purchase orders. Coordinates final disposition of NX assets Manages and controls NX assets Point of contact for the coordination of material support and the resolution of Logistics problems across organizational lines. Initiates Report of Survey (ROS) for lost, damaged or stolen property Ensures all equipment is property classified by assigning the correct Category Stock Number (CSN) Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. You may qualify based on your experience and/or education as described below. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, GS-7 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, GS-7 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience includes: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. GS-9 Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. GS-9 Combination: Must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting of light boxes generally less than 40 pounds, utilizing appropriate material handling devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
