This position is within the Operations Section of the Medical Administration Service (MAS). The Advanced Medical Support Assistant (AMSA) works collaboratively in an interdisciplinary coordinated care environment, having primary responsibility and accountability for the performance of administrative duties associated with patient enrollment and registration, admissions, outpatient scheduling, beneficiary travel, means testing, capture of insurance information, and other administrative duties.
Duties
Duties:
The Lead MSA independently manages position responsibilities with minimal supervision, as well as set priorities, adjusting the low and sequencing of the work to meet team and patient needs.
The Lead MSA functions as an expert authority for all tasks associated with patient enrollment and registration, admissions, outpatient scheduling, beneficiary travel, and identification and capture of insurance information.
The Lead MSA resolves problems or complaints from VA beneficiaries and/or family regarding Medical Administration Service and functions of the sections.
The Lead MSA ensures that all required and requested report, systematic reviews and audits are submitted accurately and within specified time to the supervisor.
The Lead MSA may be assigned committee membership or represent at committee functions or meetings.
The Lead MSA is responsible for maintaining security of information in accordance with the Medical Center policy, the Privacy Act and other applicable laws, regulations and policies.
The Lead MSA is independently responsible for originating and planning work assignments, work schedules and coverage of areas in the section.
The Lead MSA is responsible for taking action related to changes in work methods, work assignment, section workload or unexpected absences of employees, problem veterans, or any impending backlogs in the section.
The Lead MSA provides adequate training, orientation, and guidance to all new employees.
The Lead MSA ensures that all section employees exercise 100% confidentiality on all patient matters and personal information.
The Lead MSA serves as the timekeeper in the section.
The Lead MSA processes Veteran Identification Cards (VIC), as needed.
The Lead MSA is responsible for full range of duties associated with decedent affairs to include determining and locating next of kin of deceased patients.
The Lead MSA is responsible for coordination of all bed control activity for scheduled and unscheduled admissions, and transfers into the medical center.
The Lead MSA performs administrative duties associated with admission process.
The Lead MSA may perform duties associated with the discharge and transfer process.
The Lead MSA has the primary responsibility for all scheduling functions.
The Lead MSA is responsible for receiving and routing all veterans to report to facility for scheduled/unscheduled examinations/appointments and monitoring pre-appointment requirements.
The Lead MSA must be able to interpret and communicate requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
BASIC REQUIREMENTS.
Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not
possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
Experience and Education.
Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
Education. One year above high school; OR,
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None required.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Lead Medical Support Assistant, GS-7
(a) Experience. One year of experience equivalent to the GS-6 grade level.
(b) Assignment. The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include, but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
(c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
i. Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
ii. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
iii. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines
.iv. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
v. Ability to provide staff development and training.[vi.] Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
