This Librarian position is in the Library Department, Education Services (ES) at the Phoenix VA Medical Center. The Librarian provides information resources, research information and training materials to all levels of informational needs. Librarian serves the academic faculty, residents and students in the medical and surgical specialties, medical and research staff, patients and their families.

Duties

Duties of the position include but are not limited to: Performs staff assignments related to program planning, monitoring, implementing, managing and/or coordination of technical and public services for a complex library system. Completes daily operation of the Medical and Patient Libraries. Plans, develops, implements, evaluates and revises programs. Evaluates, acquires and maintain required Veterans Integrated Systems Networks (VISN) materials. Evaluates, establishes and maintains cooperative arrangements with non-federal libraries and institutions located within the 50 continental United States, and its territories, Puerto Rico and Guam to facilitate the cost effective procurement and dissemination of information to users. Provides leadership and expertise in the design, development, and ethical management of knowledge-based information systems to meet the informational needs and obligations of the institution. Provides instruction of Library Technicians, Program Specialists, work-study students, and volunteers in standard, accepted practices. Prepares reading lists and bibliographies using online, print, or database sources, at varying rating levels. Develops and manages a program to instruct medical, nursing, allied health and administrative staff, trainees, patients and their families in the proper use of the Medical and Patient Libraries. Assists customers in locating materials and references. Instructs customers in the use of the library classification system. Analyses all library computer hardware and software needs. Implements online library functions on various computer systems, maintains and troubleshoots for these systems, ensuring other staff and customers receive up-to-date training in their use. Supports research departments providing expert reference in rapidly changing advanced disciplines using a wide variety of databases, search engines, research reports/requests, and specialized journal articles to interpret and evaluate information pertinent to the researcher's needs in various on-going research projects. Performs highly specialized and authoritative cataloging using a wide variety of national references, standards, and automated bibliographic systems. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: in-depth knowledge of medical and specialized terminology used, biological, and medio-legal, pharmaceutical, psychological research, social sciences, and business fields, Extensive knowledge of library science methodologies required to establish, modify, apply and oversee library programs. Knowledge of instructional methods, and skills in using these methodologies to develop and administer various library training program. Possesses demonstrated public speaking and writing ability. Advance knowledge of networking theories, techniques and methods. Skilled in a wide variety of bibliographic tools or other sources of information. Expertise in locating materials in other libraries. Authoritative knowledge of copyright laws of the United States Title 17, U.S. Code, and the Copyright Act of 1976, as Amended 1994, specially sections 107 ("Fair Use") and 108 (Reproduction by Libraries and Archives") Ability to evaluate, establish and utilize new library developments and train library technicians, staff and customers. Ability to develop a comprehensive and quality library collection to meet present and future research, informational and educational needs of medical center staff, patients and students. Comprehensive interpersonal skills to establish and maintain written and verbal communications with library staff, medical center staff, volunteers, students, patients and their families, and customers concerning a wide variety of subjects. Ability to utilize management skills to provide library procedural instructions to library staff, and to oversee daily library operations to ensure compliance. Education: Medical Librarian must hold aMaster's degree in Library Science from an American Library Association-accredited graduate school. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves regular and recurring physical exertion such as long periods of standing, bending, stooping and reaching in stacks; lifting of moderately heavy (up to 50 pounds) items such as boxes and stacks of books, indices and audiovisuals programs and equipment; working in narrow stack areas, and extensive keyboarding. Irregular tour of duty may be required occasionally.
