This Assistant Hospital Housekeeping Officer position is located in the Environmental Management Service (EMS), and shares full staff responsibility with the Hospital Housekeeping Officer - and serves as an official to Senior Management and directs a complex program that significantly and directly affects the full range of facility and associated outpatient operations. Recruitment and/or Relocation incentives are authorized for highly qualified candidates.

Duties

Major Duties:: The Chief of EMS is a full staff official to senior management and directs a complex program that includes Interior Design, Pest Management, Control of Linen Management/Textile Care Program Operations, Waste Management Program, Patients Effects Program, and Contract Services. Duties Include: -Delegated substantially full authority to adopt policies issued by VA Central Office. -Develops and implements organizational structures and operating plans and procedures. -Interprets local and agency policies and communicates policies for EMS consistent with local personnel. -Administers labor management agreements and meets and confers with Union officials. -Fosters an Affirmative Action Program. -Initiates personnel actions when appropriate which may have serious consequences to involved parties. -Delegates to subordinate supervisors and holds them accountable for the performance of their assigned duties. -Serves as an advisor to top management by sharing administrative responsibilities of overall facility and associated outpatient clinic management functions. -Responsible for developing procedures, standards and instructions concerning EMS overall activities. -Responsible for the completion of the environmental aspect/impact analysis in collaboration with the GEMS coordinator for the implementation of the operational strategies developed through the GEMS program and ensures regulatory compliance. -Coordinates a complete program that includes the development and maintenance of standards for cleanliness and sanitation, frequency of cleaning, methods, procedures, and supplies and safety precaution management Coordinates a complete Environmental Sanitation Program that includes but is not limited to the development and maintenance of standards for cleanliness and sanitation, frequency of cleaning, methods, procedures, necessary supplies and safety precautions to be followed. -Manages and ensures that orientation and training program for Housekeeping staff is maintained. -Ensures that the chemical labeling system and hazard communications program is initiated and maintained in accordance with federal, state and local law. -Ensures that the monitoring and evaluation system is developed as part of the EMS Quality Assurance Program is maintained. -Responsible for the development of the environmental sanitation program that includes designated patient and non-patient care areas and includes services such as cleaning of ceilings, walls, floors, furniture, disinfecting patient furniture for discharge and transfer, etc. -Ensures that specialized cleaning techniques are developed and maintained for specialty areas such as Operating Rooms, Recovery Rooms, Intensive Care Units, etc. -Provides administrative and technical oversight of the Interior Design Program. -Provides administrative and technical oversight of the Pest Control Program. -Provides overall management and financial responsibility for the textile operations and contracted services that provide clean laundry and linen services. -Provides overall management and technical support for the Waste Management Program and ensures that the program is in compliance with federal, state, and local regulations related to the segregation, collection, transportation and disposal of waste (i.e., general waste, infectious waste, radioactive waste, and hazardous waste). -Provides programmatic responsibility that ensures that patients effects and clothing are properly received, inventoried, and released upon proper and legal demand. -Provides programmatic responsibility over Contract Serrvice3s which provides for textile, external window washing, regulated and general waste removal, and other contracted services within the scope of EMS. Work Schedule: Monday through Friday, 8:00AM am to 4:30PM, 1st Shift. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): Basic Requirement for this occupation at the GS-5 and GS-7 grade levels. Education - Bachelor's Degree - GS-5: Bachelor's degree with a major field of study such as chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Transcripts Required. --OR-- Graduate Education - GS-7 or GS-9: Graduate level degree with a major field of study in public health or business administration with emphasis in hospital administration. Transcripts Required. --OR-- Specialized Experience above the GS-5: Experience in in two or more of the following areas or other work related to the position to be filled such as: (1) Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and sterilization of surfaces and equipment; (2) Experience in laundry and linen management; (3) Experience in interior design management; (4) Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposal; (5) Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. In addition to the individual occupational requirements of experience or education above, the following is the experience requirement to qualify for the position at the GS-12 grade level. Specialized Experience: Applicants must have 1 year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that demonstrates a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; experience in laundry and linen management; experience that demonstrates knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; experience in grounds maintenance and transportation and motor pool management; and experience in supervising a large staff, preparing annual budgets and leading employees.
