Duties

SUMMARY: The primary purpose of this position is to be the single point of contact for planning, developing, organizing, directing, and evaluating the Community College of the Air Force (CCAF) education services support functions. Oversees liaising between the CCAF and the 300 Education and Training Sections (E&TS), Force Development Office (FDO), and education services units of the regular Air Force, Air Force Reserve Command (AFRC) and Air National Guard (ANG). Supervises the development of plans, academic policies and operating procedures governed by CCAF degree programs and Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) accreditation requirements impacting more than 900 regular Air Force, AFRC and ANG educational services personnel or educational support systems. Serves as student advocate support functions for more than 270,000 students and veterans in matters pertaining to academic policies; military and civilian course completion; CCAF degree program progression; and grievances. Coordinates as directed with HAF/A1D, MAJCOM, E&TS, and FDO personnel on recommendations to create or modify CCAF academic policies or administrative procedures, based upon the creation an administration of assessments. Responsible for developing curriculum and analyzing the effectiveness of training to over 900 E&TS and FDO personnel on CCAF degree programs, academic policies and administrative procedures, and student counseling roles and responsibilities. Serves as a first level supervisor, providing strategic oversight of the planning, directing, organizing, and exercising control over personnel assigned to the Education Services Branch of the CCAF. DUTIES: Serves as the college's Director of Education Services. Principle Education Services Advisor to the Associate Dean on matters pertaining to relationships with regular Air Force, AFRC and ANG education services functions. Develops strategic plans to institute a comprehensive education program and support services aligned to Air Force, MAJCOM and CCAF objectives. Plans, develops, coordinates, publishes, and updates Education Services Support publications. Manages the planning and execution of training classes and conferences for MAJCOM, AFRC, and ANG base-level education services personnel and training technicians. Oversees CCAF in-residence and mobile training curriculum delivered to E&TS and FDO staff personnel. Organizes and manages the planning phase of the Education Services Advisory Panel (ESAP). Serves as permanent Secretary to the CCAF Education Services Advisory Panel. Exercises supervisory personnel management responsibilities. Provides support for special projects and assignments such as preparing congressional inquiry responses, written products, and information papers on a wide variety of CCAF topics and issues with audiences at the highest level of the Department of the Air Force's civilian and military leadership.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. NOTE: You must submit copies of your transcripts. Tests and measurement. Adult education Educational program administration Curriculum development or design Teaching methods Guidance and counseling Career planning Occupational information AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes broad professional knowledge commensurate with or equal to that found in Education and Student Support Services found at any accredited two- or four-year civilian college or university. Thorough understanding of a wide range of theories, principles, concepts, standards, and methods of discipline sufficient to identify areas of need, gathering and analyzing quantitative and qualitative data to address and inform difficult and complex academic processes and work assignments. Thorough knowledge of Air Force training and education programs, civilian colleges and universities educational systems and degree programs, and AAS degree programs and other academic credentials offered by CCAF. Extensive knowledge of military training and education and AAS degree program operations and applicable objectives, policies, procedures, and/or requirements to administer comprehensive accredited academic programs and education support services. Comprehensive knowledge of education theories, principles, procedures, and practices of Air Force and civilian technical education, secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop, manage, administer, and sustain accredited degree programs. Thorough technical knowledge of Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) accreditation and compliance requirements, and other types and levels of accreditation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of Air Force education programs, civilian colleges and universities educational systems and degree programs, CCAF AAS degree programs and other academic credentials, and formulation and award of collegiate academic credit. Includes comprehensive knowledge and understanding of the Air Force and Department of Education regulations, civilian education system, academic and specialized accreditation standards and requirements, authority and goals of the National Defense Authorization Act, and Air University. Professional knowledge of education theories, principles, procedures, and practices of Air Force and civilian technical education, secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop, manage, administer, and sustain an accredited program. Also includes knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). Professional knowledge of process improvement, including skills in gathering and analyzing quantitative and qualitative data to measure institutional effectiveness, using these to administer comprehensive education and training programs and education support services, and improve the efficacy of Education Services programs. Comprehensive knowledge and understanding of the educational systems and regulations, Department of Education requirements, institutional and specialized accreditation standards and requirements, authority and goals of the National Defense Authorization Act, Air University's accreditation through the of Southern Association of Colleges and Schools Commission on Colleges. Knowledge of Air Force technical education curricula, their development, and how they relate to effective mission accomplishment in occupational specialties, including budget regulations and procedures to administer training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts. Superior skill and ability to produce, write, review, and edit documents for clarity and understanding to support development and publication of documents for subordinates, CCAF leadership, HQ/AF and MAJCOM staff. Ability to work harmoniously with all levels of personnel by effective communication, both orally and written, in dealing with E&TS and FDO education staff, students, subordinates, CCAF leadership, and HQ/AF and MAJCOM staff. Ability to lead, inspire, motivate, and guide others toward organizational goal achievement. Leadership ability, including the ability to coach, mentor, and challenge subordinates: ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust openness, and respect for individuals by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
