About the Position: This position is with the U.S. Army Security Assistance Command (USASAC), in New Cumberland, Pennsylvania. USASAC implements Army security assistance programs, including Foreign Military Sales (FMS) of defense articles and services to eligible foreign governments.

Duties

Evaluate human resources operations and methods of communication for their impact on civilian resources and organizational effectiveness. Oversee the development and evaluation of an integrated military human resources program. Develop organization human resources policies/standard operating procedures for effective workforce management and regulatory compliance. Analyze data to identify strengths and weaknesses in programs, causes of deficiencies, and solutions to the problems. Attend meetings to present Command's objectives, policies, and/or needs. Provide briefings for senior leadership which address human resources initiatives and provide training to new leadership. Interpret regulations and laws to identify current/long-range civilian and military program requirements and integrate them into command programs.

Requirements

  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level.
  • May require Temporary Duty Travel (TDY) up to 10% of the time.
  • Supervisory probation may be required if requirements were not previously met.

Specialized Experience: One year of specialized experience which includes: applying laws or regulations to provide civilian staffing/recruitment/placement advisory services; researching human resources policies for effectiveness to prepare recommended proposals for change; developing military human resources policies and providing management with a timely basis for actions; and providing leadership to subordinate staff and military/civilian managers on workforce staffing management and regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
