About the Position: Performs major complex Mississippi River navigation channel and bank stabilization studies and projects. Provides advice and guidance to lower graded personnel performing portions of such studies and/or entire studies of lesser complexity.
This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for Full-time telework.
Duties
Performs major complex Mississippi River navigation channel and bank stabilization studies and projects.
The incumbent is required to have a general knowledge of the physical sciences and mathematics underlying engineering; a professional.
Coordinates with other concerned federal and state agencies such as the U.S. Department of the Interior, Fish and Wildlife Service, Missouri and Illinois Departments of Conservation, and other elements of the District.
Serves as Project Coordinator and lead engineer on special studies on site specific river channelization problems such as new channels/cross-overs created during flood conditions.
Contributes detailed technical portions of reports, technical papers and publications, as required.
Represents the Hydraulics Branch at conferences with Engineering Research and Design Centers, Hydraulic Engineering Center, Division and HQ, USACE representatives to discuss particular problems, or, solutions to problems on specific projects.

Minimum Qualifications GS-11:
Specialized Experience: One year of specialized experience which includes performing portions of hydrologic and hydraulic engineering studies for flood risk reduction, dam and levee safety, floodplain management, ecosystem restoration, bank stabilization, and/or river channelization; hydrologic and hydraulic modeling with physical modeling and/or industry standard software, such as HEC-HMS, HEC-RAS, ADH, CAD; and/or GIS; and assisting in the development, writing, and/or execution of technical reports and/or presentations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Minimum Qualifications GS-12:
Specialized Experience: One year of specialized experience which includes performing full range hydrologic and hydraulic engineering studies for flood risk reduction, dam and levee safety, floodplain management, ecosystem restoration, bank stabilization, and/or river channelization; hydrologic and hydraulic modeling with physical modeling and/or industry standard software, such as HEC-HMS, HEC-RAS, ADH, CAD; and/or GIS; working as a member of a multi-discipline team, coordinating and collaborating with others to ensure project completion/success; and communicating with a variety of customers or stakeholders by developing, writing and/or executing technical reports and professional presentations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
