This is a full-time position within the Electronic Health Record Modernization-Integration Office (EHRM-IO) located in the Office of the Deputy Secretary of Veterans Affairs and reports to Chief Nursing Informatics Office, under the Office of the Functional Champion. EHRM-IO brings together VA Staff with informatics, technical and analytics expertise from various disciplines to improve coordination, communication, standardization, and oversight of informatics capabilities.

Duties

Pay: Competitive salary, annual performance bonus, regular salary increases Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1,000 per year reimbursement (must be full-time with board certification) Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting The incumbent Physician Informaticist will work alongside the clinical informaticist team (Solution Experts), which is a group of highly skilled and experienced informaticists who serve as liaisons and facilitators between the National EHR Councils and solution architects. The informaticists and solutions experts on the team are both experts in the intricate details of the vendor EHR solutions and experts in VA clinical workflows, policy, culture and existing legacy applications. The National EHR Councils (EHRCs) will review, develop, and approve clinical and business workflows. The Councils will also provide assessments and associated recommendations for the proposed changes to functional requirements. The EHRCs will also help support change management by analyzing, interpreting and cross-walking discrepancies of functional requirements or workflows. The incumbent will have the responsibility of managing the day-to-day activities and work products for any assigned solution areas as well as engaging with senior leadership, EHRC chairs and members, contractor solution leads and VISN and field representatives. The incumbent will also be responsible for facilitating EHR change requests for their assigned solution area of expertise which may include but is not limited to: specialty care provider (ambulatory and acute specialty care), health professionals trainees, anesthesia/anesthesiology/surgical provider, and any other solutions that require physician/provider solution expert input or oversight. The incumbent must have extensive knowledge and mastery of: The health care environment, including how business processes influence health care delivery and the flow of data among the major domains of the health care system; How information systems and processes enhance or compromise the decision making and actions of health care team members; Re-engineering health care processes; Fundamental information technology system concepts, including the life cycle of information systems, the constantly evolving capabilities of information technology and health care, and the technical and non-technical issues surrounding system implementation; How clinical information systems impact users and patients, how to support users and how to promote clinical adoption of systems; Leading organizational change, fostering collaboration, communicating effectively and managing large scale projects related to clinical information systems. In addition, the physician will possess excellent interpersonal skills and must be able to present data with effective communication and presentation skills. The incumbent must have the ability to develop flexible, transferable models for pathways of care, must be a systems thinker with strong organizational skills and experience in matrix management. The incumbent will have a strong collaborative management style with creative thinking and high energy and enthusiasm. The Clinical Informaticist is encouraged but not required to perform direct patient care activities at a VA Medical Center in order to maintain clinical skills and infuse the direct patient care experience into informatics strategic planning and configuration. Work Schedule: Full-time, Monday through Friday, 8:00 a.m. - 4:30 p.m. Compressed/Flexible: At management's discretion Telework: Up to 50% telework may be authorized at the management's discretion Virtual: This a virtual position. This position may be filled at the facility where the position is located (VA Central Office, Washington, DC) or virtual (i.e., the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) and is authorized for telework up to 50%. VA supports the use of telework and filling virtually to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Requirements

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: The incumbent shall possess experience 1) working at the national programmatic level within FEHRM, DOD, VA and/or VHA clinical care programs, 2) formal/documented experience with DOD or VA's Electronic Health Record Modernization program, and 3) clinical physician informatics. Ensure all three have documented evidence in application documentation. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work environment is typically performed in an adequately lighted and climate-controlled office except when performing clinical duties. May require occasional travel.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
