Duties
Responsible for the technical and administrative supervision of IT Specialists positions to carry out the mission of the organization. Determine acceptability, rejection, or correction of contractor work.
Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; develops performance standards.
Gives advice or instruction to subordinates on work and administrative matters; and identifies developmental and training needs of employees, providing or arranging for needed development or training.
Interviews candidates for positions; recommends appointment, promotion, or assignment for positions; hears or resolves complaints from employees; referring group grievances and more serious unresolved complaints to a higher level.
Responsible for ensuring all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance.
Responsible for managing the operational end of desktop service delivery, including delivery and monitoring of all services and proactive mitigation of service degradation.
Service delivery includes Tier 1 and Tier 2 support for physical desktops, virtual desktops, desktop software and desktop access to BLM software. Responsible for periodic Tier 3 solution development and system design.
In-depth knowledge of communication principles, methods, practices and techniques; analytical methods, and interpersonal relations practices to serve as an expert spokesperson on IT and IRM operational issues.
Establishes and maintains business relationships with BLM employees, supervisors and managers to ensure customer needs for IT services are met.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the competencies requirement above you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Applying customer support principles for installing computers, troubleshooting computer problems, communicating problem and resolutions to customers, documenting actions taken, providing training and guidance to customers, and assisting other IT specialists in resolving complex problems, i.e., servers, networks, IT security.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires no special physical demands. It is sedentary, performed in a comfortable posture. It may involve some walking, standing, bending, or carrying of light items. Moderate amounts of travel in commercial and chartered aircraft and all forms of ground transportation will be required. Some field trips in rough terrain for extended periods of time may be required. The incumbent must have the ability to work under sustained pressure and to meet short notice deadlines. Moderate lifting up to 100 pounds may be required.
Work Environment: Work is performed in an office or similar setting involving everyday risks or discomforts that require normal safety precautions. The work area is adequately lighted, heated, and ventilated.
