This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for (DHA Certain Personnel Workforce for DoD) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Fort Randall Project is located in south central South Dakota in a rural area along the Missouri River. The duty station is near Pickstown, SD. The majority of our staff live within 15 miles of the Project office in the communities of Pickstown, Wagner or Lake Andes.

Duties

Makes necessary adjustments to generator and turbine auxiliaries to assure proper operation. Opens, closes and regulates outlet works and/or spillway gates to provide supplementary water releases to meet water release schedules that are in excess of power-plant capacity. Logs data for and prepares power generation and transmission equipment operating reports. Reports all major failure or equipment malfunctions affecting the power and water release schedules to the supervisor for their information and action. Operates power plant auxiliary systems such as potable, waste, and raw water systems, station service and deicing air systems, station battery, HVAC systems and lighting systems.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) POWER PLANT SHIFT OPERATOR without more than normal supervision. Journeyman (DR): I have the ability to perform the full range of assuming responsibility for the safe and proper operation of a hydroelectric power plant, switchyard, and associated water control structures. I am skilled in assigning and directing the work of the Power Plant Operator and Trainees in accordance with standard operating procedures and power plant policies. I work on my own initiative under general supervision subject to occasional inspection. Power Plant Shift Operator: I have the ability to perform the most difficult and complex duties serving as sole contact for all matters involving the operation of the total dam and reservoir project and responsible for on-the-spot decisions for the operation of facilities. I am skilled in independently and with a high degree of proficiency operated and maintained water control structures and power plant and station service auxiliary systems. I am considered an expert and work with a high degree of independence. Failure to meet this Screen Out Element will result in an ineligible rating. Physical Efforts: Work requires being on your feet most of the time with considerable walking and climbing stairs and ladders. Must be able to distinguish the colors red and green and have good vision and hearing. Manual operation of valves, switches and hatches and some lifting of supplies require adequate upper body strength.. Working Conditions: Much of the work is performed inside the power-plant. Constant noise and vibration of generating equipment is distracting occasionally exposed to lethal voltage. Ex-posed to injury from falls when working on slippery floors and walks, and when climbing stairs and ladders. For short periods of time is exposed to severe outdoor temperatures (hot and cold) in switchyards and substations. Employees are required to observe established safe working procedures.Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
