This position is in the Department of Veterans Affairs, Veterans Health Administration, Fayetteville, NC VA Coastal Healthcare System servings as a Health Technician (Pathology & Laboratory Medicine Service) in the core laboratory section, outpatient areas and Community Based Outpatient Clinic (CBOC) locations. The Fayetteville Medical Center is a 1 C facility that provides acute, intermediate, and long-term care 24 hours a day, seven days a week and on public holidays.
Duties
This position serves as a Health Technician in the Pathology & Laboratory Medicine Service Unit within the Fayetteville VA Medical Center located in Fayetteville and Wilmington, NC. The primary role of the position is to perform duties in the receiving, accessioning and specimen processing areas; including collecting chain of custody drug screens, reference laboratory specimen processing, clerical functions, patient testing and phlebotomy.
Duties include but are not limited to the following:
Perform phlebotomy using specialized techniques for blood collection to ensure all guidelines are met
Adheres to patient identification and privacy protocol
Demonstrates knowledge of principles, techniques, and practices of phlebotomy and specimen collection
Performs duties with integrity and respect showing high regard for the treatment of patients, staff, visitors, volunteers and the process of work being performed
Complies with all health and safety prevention rules and regulations, including attendance to scheduled training sessions
Processes and receives requests and specimens into the clinical laboratory
Ensures proper processing and accession of specimens occurs timely and efficiently
Schedules and performs drug screens as needed; Reviews and processes necessary paperwork following compliance guidelines
Troubleshoot errors, identify discrepancies and find resolutions, meet quick turnaround deadlines
Work Schedule: This is a Part-Time position workingMonday-Friday, Variable Day Shift Hours, Rotating Weekends and Holidays

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To satisfy the selective placement factor of the Health Technician at the GS-05 level, you must have experience performing phlebotomy/blood draws on human patients.
You may qualify based on your experience and/or education as described below:
Individualized Occupational Requirement (IOR): Specialized Experience (for positions as GS-04 and above): IOR are requirements, e.g., experience or education, for particular occupational series or positions within a series and are used in conjunction with a group coverage standard and must be met in addition to the minimum qualification standards.
Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that require application of the knowledge, methods, and techniques of the position to be filled.

Education and Training (GS-05): Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position.
Basic Minimum Requirements: Experience and Education Requirements:
Specialized Experience GS-5: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-4) in the Federal service. Specialized experience is experience where you applied knowledge of performing phlebotomies on human patients, receiving, accessioning and specimen processing. As well as, collecting chain of custody drug screens, reference laboratory specimen processing, clerical functions and patient testing.

EDUCATION: Successful completion of a full four (4) year course of study leading to a bachelor's degree, with a major study or at least 24 semester hours in subjects directly related to this position (i.e. biology, chemistry, biochemistry, anatomy & physiology, medical practices, biological or medical research, physics, mathematics, etc.). This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

COMBINATION: Equivalent combination of successfully completed post-high school education (beyond the second year) and specialized experience, as listed above. Physical Requirements:
Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. The position may also require assisting geriatric and/or disabled patients. The incumbent must have normal color vision, pass mask fit testing, and complete Heartsavers/BLS training.
Work Environment
The work involves moderate risks or discomfort associated with working in a clinical laboratory with regular and recurring exposure to hazards such as infectious materials, chemicals, electrical appliances; in addition to being exposed to infectious and contagious diseases, odors, and other risks that require special health and safety precautions. The incumbent takes special safety precautions and must use protective clothing and devises such as gloves, face shields, and safety shields in accordance with OSHA guidelines. Fit testing, gloves and the use of gowns are required for isolation patients.
