The primary purpose of this position is to serve as a Computer Scientist and provide systems support, technical design, and analytical expertise in areas related to the planning, designing, development, and testing of all types of Air Force software and network systems, especially those related to Command, Control, Intelligence, Surveillance, and Reconnaissance (C2ISR).

Duties

Performs a broad range of Computer Scientist and Analyst work and executes technical projects. Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for a broad and varied operations. Prepares for and participates in government and contractor reviews, briefings, and meetings. Prepares management reports and leads technical presentations for planning, implementation, and corrective actions using application of computer science principles. Serves as a lead technical team member on source selections, design reviews, configuration audits, test readiness reviews, and other types of reviews, investigations, and inspections.

The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences. Basic Requirements: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-1550-13 and have, or within 120 days of the closing date will have, at least one year of specialized experience at the next lower grade GS-12 in Federal service or equivalent in other pay systems which includes experience providing systems acquisition support, technical design, analytical expertise, and evaluation of technical proposals in areas related to the planning, designing, development, and testing of all types of software and network systems related to cyber security and cyber resiliency. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate effectively, both orally and in writing, and to present briefings to officials. 2. Knowledge and skill in technical functions of computer science, computer and software architecture, and software engineering in support of systems acquisition activities, including integrated product development and associated functions which include development, planning, integration, etc.; especially as related to computer software and hardware for C4I systems. 3. Skill in preparing management reports and conducting technical presentations for planning, implementation, and correction, especially as related to software and interfaces for C4I systems. 4. Knowledge of the laws, principles, policies, and practices of systems acquisition and program management; ability to lead a technical team in support of source selection, design reviews, configuration audits, inspections, etc., especially as related to software and interfaces for C4I systems. 5. Ability to perform engineering studies, analyses, and tradeoffs to optimize systems and subsystems performance to best satisfy operational objectives and enhance Air Force core competencies. 6. Ability to meet and deal effectively with others are various levels and maintain working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
