About the Position: Serves as Resident Engineer/ Administrative Contracting Officer with responsibility for supervision of the construction on assigned contracts/projects within the 30,000 square miles of the New Orleans District's boundaries of Southern Louisiana. Applies full knowledge and training in professional engineering/architecture, contract administration, and construction methods and techniques in accomplishing assignments.

Duties

Plans, directs, coordinates, technically and administratively supervises the activities of 6-12 employees, both professional and technical engaged in the administration and quality assurance (QA) of assigned construction contracts. Responsible for participating in all phases of planning, organizing, coordinating, and directing assigned construction and maintenance projects. Responsible for providing surveillance and oversight on all construction activities at each construction site. Conducts preconstruction conferences with contractors. Oversees preparation and implementation of a quality assurance plan to assure that the contractor produces an end product that complies with the contract requirements and completes the job in a safe and timely manner. Supervises subordinates in the government inspection of the contractor's construction materials, methods, and operations for adherence to plans and specifications, regulations, quality control, safety, and other standards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year probationary period may be required.
  • A current, active, full, and unrestricted license as a Registered Professional Engineer (PE) or Registered Architect (RA) will be required at entry and must be maintained for continued employment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Financial Disclosure is required during the first month of employment and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
  • A one-year supervisory probation period is required unless previously completed.

This work would involve construction and maintenance projects associated with areas such as navigation, dredging, flood control, hurricane protection, superfund projects, or other water resource development projects, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. SELECTIVE PLACEMENT FACTOR: This position requires the applicant to possess and maintain a valid Professional Engineer or Professional Architectural license depending on the position you are applying toward. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
