The primary purpose of this position is to provide & administer Information Technology equipment, Picture Archiving and Communication Systems (PACS); Maintains Local Area Network (LAN), Wide Area Network (WAN) links for Information Technology equipment & Picture Archiving and Communication Systems (PACS) workstation & service customer requests. This position is located at the Chinle Service Unit, Division of Administrative Services, Information Resource Management Department, Chinle, Arizona.
Duties
NOTE: This position is being announced concurrently with announcement IHS-24-CH-12254304-ESEP/MP for candidates at the GS-07/09 grade level, please review vacancy announcement for eligibility requirements. Applicants must apply separately for each announcement in order to be considered for each grade level.
Maintains the operating systems and integrated file management of data base subsystems and Picture Archiving and Communication Systems (PACS).
Analyzes computing and Picture Archiving and Communication Systems (PACS) performance levels and identifies trends, ineffective practices or procedures, equipment shortcomings or potential problem areas.
Develops alternative plans for correcting system deficiencies.
Provides guidance, trainings and assistance to customers on computer systems and works closely with technical medical and clerical personnel.
Provides formal and informal training in order to improve user efficiency and productivity.
Knowledge of systems analysis and design techniques including data and process modeling, alternative design approaches, configuration management, and computer equipment requirements related to computer networks and Picture Archiving and Communication Systems (PACS).
Knowledge of Picture Archiving and Communication Systems (PACS) hardware. software and the ability to install, configure, modify, update and archive information captured by the Picture Archiving and Communication Systems (PACS). Knowledge of VistaRad or Picture Archiving and Communication Systems (PACS) environment to capture and store imaging data.

BASIC REQUIREMENT(S):
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
GS11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Operating and utilizing Resource and Patient Management System (RPMS) applications. Developing alternative plans for correcting system deficiencies. Investigating system malfunctions and initiate corrective action. Analyzing computing and Picture Archiving and Communication Systems (PACS) performance levels.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
