This position serves as the Supervisory Facility Operations Specialist for the Engineering Service Line and reports directly to the Chief, Engineering Service. The position oversees and evaluates, including planning, organizing, directing, and operation of the maintenance, repair, regulatory compliance, and in-house construction projects.

Duties

Duties include but are not limited to: Formulates policies, engineering standards of construction, and administrative procedures necessary to conduct an efficient, economical, safe, and progressive operation of the physical plant. Possesses the knowledge and skills to undertake maintenance and operations responsibilities and manage the complexity of the work environment from an engineering perspective. Includes alterations and/or rehabilitation of existing buildings, grounds, utilities, plants and systems. Independently plans, designs, and carries out programs, projects, studies, or other work. This includes determining the most appropriate means and methods to accomplish assignments, interpreting regulations; applying new methods to resolve complex, intricate, controversial, or unprecedented issues or problems; and resolving most conflicts as they arise. Assists the Chief, Engineering Service in the development and implementation of the medical center's maintenance and operations program. Reviews major utility systems and associated equipment to assure compliance with operating standards and their ability to meet the medical center's needs. Provides supervision during maintenance activities, and completed work is inspected for professional adequacy complying with federal and agency requirements or, in the absence, general industry practice. Complies with legislative and accrediting requirements which include federal (e.g., Occupational Safety and Health Administration, Environmental Protection Agency, etc.), state and local authorities having specific jurisdiction concerning protection and quality of life and environment, as well as accrediting bodies (e.g., The Joint Commission, College of American Pathologists, etc.). Keeps up to date with OSHA standards, EPA standards, NFP A codes, TJC standards, state and local codes having jurisdiction concerning improvements in the various fields of engineering materials and diversified kinds of equipment. Determines the most economical use of new products without sacrificing safety and future maintenance and possess a thorough understanding of the fundamental principles of economics, to evaluate the best plan for a long-range forecast. Supervises subordinate supervisors of the various units in the Maintenance and Operations Sections of Engineering Service. Maintains knowledge of the requirements and standards of various trades such as electrician, pipefitter, plumber, sheet metal mechanic, carpenter, painter, air conditioning mechanic, boiler operator, waste handling, and other maintenance trades. Plans, coordinates, and directs the work forces through subordinate supervisors with oral and written instructions, as well as established policies provided by the Chief, Engineering Service and Medical Center Leadership. Recommends promotional reassignment of subordinate supervisors, prepares formal appraisal of subordinate staff and supervisory work performance determining training needs for all levels of subordinate supervisors and staff. Promotes and administers a variety of management programs for all work units, such as those related to safety, cost reduction, and quality assurance. Possesses the supervisory and managerial authority ensuring all work unit supervisors effectively carry out policies of the Chief, Engineering Service and Medical Center Leadership objectives in labor relations and EEO. Schedules and approves leave for direct subordinates. Serves, when required, on the Environment of Care Committee, Emergency Management Committee, GEMS Committee, and Engineering Safety Committee. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Must have a degree with major study -- engineering, industrial arts, property management, or business administration. OR, Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the Individual Occupational Requirement the applicant must also meet the below specialized experience. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Determining equipment, facility, or service deficiencies and appropriate resolutions; Developing maintenance concepts, including forecasting usage rates, and establishing initial repair and replacement factors; Analyzing facility and equipment requirements; Preparing budgets based on plans for maintenance, repair work, new construction, alteration projects, replacement of existing equipment, or increase in services; Evaluating, enhancing, changing, or developing new services, procedures, and processes to increase program effectiveness. NOTE: This experience must be supported by your resume to be creditable.
