Duties

Coordinates and develops fire management input in the Bureau planning documents and environmental review process to ensure full integration of fire and fuels management techniques within ecosystem management Prepare analyses for fire ecology, fuels management projects, smoke management, fire occurrences, and fire behavior for various resources, program and planning/environmental review documents. Provide technical assistance to the district as well as on-the-ground advice and assistance to project teams in fuels and fire management, fire rehabilitation and vegetation manipulation. Participates on interdisciplinary teams as the technical expert on vegetation manipulation in the development of resource related activity plans. Monitors these programs on a yearlong to ensure objectives are met. Develops hazardous fuels reduction plans and planning documents for fuels management. Develops local fuels management goals, objectives, and standards. Considers all ecological factors involved, assesses fuels, soils, land and values, human impacts, suppression capabilities, ignition probabilities; determines probable fire behavior, resistance to suppression, damages, and benefits. Coordinates the use of fire and mechanical methods for hazard fuel reduction, maintenance of fuel breaks, forage composition, rangeland and wildlife habitat improvements, watershed enhancement, and site preparation for seeding. Develops and coordinates study efforts for fuels management and vegetation manipulation to ensure that management objectives are being met.

Qualifications

Basic Education Requirement: This position has a degree requirement: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Additional Experience Required: In addition to meeting the basic education requirements, you must meet specialized experience requirements. Specialized experience requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled. At the GS-09 Level: Specialized Experience: Meet the basic requirement AND one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Examples of specialized experience include experience participating in fire and fuels management projects; experience in use and role of fire in natural ecosystems; experience applying knowledge of biological practices, principles, and techniques sufficient to assist in the recommendations of planning and implementing natural resource activities and fuels management. -OR- Education: Meet the basic requirement AND completed two (2) years of progressively higher level graduate education leading to a master's degree or master's equivalent graduate degree in biological sciences or a directly related field. -OR- Combination of Education and Specialized Experience: Meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. At the GS-11 Level: Specialized Experience: Meet the basic requirement AND (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Examples of specialized experience include experience participating in natural resources program activities by making observations, gathering data, and reporting findings used in Environmental Assessments (EAs) and Environmental Impact Statements (EISs); experience planning and implementing hazardous fuels reduction and other vegetation manipulation projects; experience in fire/fuels management to address resource concerns; experience participating in multiple use land management programs, to include project implementation and interdisciplinary team participation, and developing fuels management goals and objectives. -OR- Education: Meet the basic requirements AND completed three (3) years of graduate education leading to a Ph.D. or equivalent doctoral degree in biological sciences or a directly related field; -OR- Combination of Education and Specialized Experience: Meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Work Environment: Office conditions require long periods of sitting, working with computers and general lifting, bending, and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment is required in hazardous environments.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

This position has a positive education requirement. You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
