The incumbent of this position services as a Physician acute medicine/urgent care/medical officer on duty at the Oscar G. Johnson VAMC (OGJVAMC). The Physician is directly responsible to the Chief of Medicine. The Physician scope of practice includes but is not limited to: completion of H&P, physical examination, psychosocial assessment, development, and evaluation of patient treatment plan. The Physician implements health promotion, health maintenance, and patient and family education.

Duties

CLINICAL RESPONSIBLITIES: 1.Provide all medical care generally provided by a physician in the setting of care assigned. 2.Evaluate patients to determine the medical condition of the patient through obtaining a history, performing a physical examination, ordering and clinically interpreting labs and studies as necessary to establish a diagnosis and developing a plan of care for the patient. 3.Perform clinical procedures for patients benefit which are within scope and skill of practitioner and which are economically feasible. 4.Responsible for the delivery of medical care, treatment, and referrals, including arranging for referral resources for those specialties not provided by the facility (i.e., transfer to a different VA for treatment above a level 3 complexity or to Care in the Community). 5.Facilitate transition of patient care within and between health care settings; refer and transfer patients for specialty care, provide follow-up care as appropriate, and discharge patients with appropriate documentation and information as it pertains to their care. 6.Communicate information regarding the symptoms, diagnosis, care plan, and treatment risks, benefits, and alternatives to patients and, when appropriate, their family/caregiver. Document Counsel patients regarding medical and other problems which might affect patient's health and well-being. 7.In a timely fashion, communicate information regarding the symptoms, diagnosis, care plan, and treatment to members of the treatment team. 8.Perform physician and/or treatment team rounds in area(s) of the facility assigned as appropriate (e.g., at least at the beginning of shift for Urgent Care physicians and MOD; at least daily for Hospitalists). 9.Provide supervision and/or collaboration as needed to Physician Assistants and Nurse Practitioners, respectively, in setting of care. 10.Maintain high standard of medical knowledge and clinical skills. 11.Document, sign, and encounter each patient visit. 12.Complete all education requirements (e.g., those in TMS and others as assigned by Service Chief/supervisor) of the facility prior to due dates. 13.Participate in the training and development of the medical team. Assist in medical education of both the patients and treatment team staff. 14.Be a leader in demonstrating a customer service-oriented attitude toward patients, guests, and staff, thereby performing duties with respect, dignity, privacy and modesty to the patients. 15.Participate in the development of urgent care and inpatient protocols and formulary. 16.Utilizes interpersonal skills necessary to instruct patients and families. 17.Visibly demonstrates the ICARE (Integrity, Commitment, Advocacy, Respect, Excellence) Core Values in interactions with Veterans, staff, and other stakeholders. 18.Perform other job-related duties, as may be assigned. Requirements

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR[(2) Those approved by the American Osteopathic Association (AOA),OR(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); use of fingers, walking 4-8 hours; standing 4-8 hours; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and 20/40 in the other; hearing (aid permitted); working closely with others; working alone; emotional and mental stability required.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
