This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13. You will serve as a Computer Engineer in the Integrated Training Systems Division, Emerging Technology Branch (Code DN25) of the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA).

Duties

You will provide expertise in research or development of various projects including the Surface Training Advanced Virtual Environment (STAVE), efforts on various Naval platforms, combat systems, training systems, and supporting elements. You will provide expert analysis in the performance of planning and generation of engineering plans, risk assessments and other documentation required for the proper execution and tracking of various engineering programs. You will provide expert analysis to system development activities, integrated product teams, documentation reviews, design reviews, test events, and engineering development tasks. You will provide expert operations research-based analysis and software support of fielded legacy systems. You will provide expert operations research-based analysis and software support for the development of software architectures, software design, and code development. You will provide expert software analysis and engineering tasking for STAVE systems to correct deficiencies and/or improve the performance. You will provide expert analysis on software integration and testing. You will analyze information to determine, recommend, and plan the development of a new application or modification of an existing application. You will analyze user needs and software requirements to determine feasibility of design within time and cost constraints. You will confer with systems analysts, engineers, programmers, and others to design applications and obtain information on project limitations and capabilities, performance requirements, and interfaces.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer applying principles of computer engineering to analyze software requirements to determine feasibility of design. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
