The primary purpose of this position is to serve as lead B-2 low observable and aircraft structural maintenance technician performing low observable maintenance actions to include repairs, restoration, and application of low observable materials on aircraft and aircraft components, and in-shop components.
Duties
- Performs low observable/structural repairs and maintains aircraft.
- Performs aircraft inspections/assessments to include, as appropriate, preflight, basic post-flight, thru-flight, phase, isochronal, and special inspections and home station checks for the assigned aircraft surface structure and outer mold line surface coating materials. Performs aircraft acceptance inspections/services.
- Prepares various surfaces of interior and exterior aircraft sheet metal and composite structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and base coats.
- Performs removal/installation of parts and components and locally manufacture lines, tubes, and other components/parts as required. Utilizes safety practices and procedures following established safety and security (special access required) rules, environmental requirements regulations, and maintains a safe and clean work environment.
- Uses and maintains tools. Certifies work produced under the United States Air Force Technical Order Program or other applicable directives.

- A minimum of three years hands-on low observable maintenance experience (B-2 aircraft experience desired).
- Must be able to obtain and maintain certification/qualification on all respirators.
- This position could be subjected to an uncommon tour of duty to include shift schedules and weekends
- The work will require the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for the position.
- Must be able to obtain and maintain an appropriate security clearance as a condition of employment
- May be required to fly in commercial or military aircraft for temporary duty or training purposes.
- This position is drug testing designated and the incumbent will be subjected to random drug testing.
- This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions
- May be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
- In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises.
- This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
- This meets the criteria of an E-E position and requires that the incumbent, or designated alternate, be removed from any military recall status.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3800, Metal Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a SHEET METAL MECHANIC (AIRCRAFT) (PAINTER) without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the characteristics and properties of low observable and structural materials, processes, repairs, tools/equipment, and application techniques requirements; of how a variety of aircraft parts, accessories, and components are removed and assembled; of a wide range of trade practices, accepted surface preparation and coating methods, and of paints and thinning additives.
2. Knowledge of safety and environmental standards, regulations, and requirements.
3. Skill in use and maintenance of complicated measuring instruments such as such protractors; calipers; snap ring, height, depth, dial, and screw pitch gauges; and other hand tools such as hammers, chisels, hand snips, band and circle saws, squaring shears, seamers, bar folders, brakes, and stakes, and a variety of hand and power tools and machines such as slip roll forming machines, box and pan brakes, rotary machines with extra forming rolls, crimpers and beading machines, and soldering and welding equipment: and uses brushes, rollers, spray guns, graining devices, viscosity tester, thickness gauges, and compressors.
4. Skill in reading and interpreting instructions, blueprints, engineering dispositions, diagrams, sketches, and technical specifications.
5. Ability to examine aircraft sheet metal structures to locate cracks, breaks, holes, bulges, dents, and loose or missing rivets and determine the type and extent of repairs needed to restore original strength; and to make repairs by manufacturing and installing new parts and reinforcing, patching, and replacing defective parts.
6. Ability to use computer terminals to maintain records and document actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL EFFORT: Heavy lifting (80 lbs and over). Heavy carrying (45 lbs. and over). Reaching above shoulder, use of fingers, and both hands required. Hours of walking are 4 hours per day. Hours of standing are 8 hours per day. Hours of repeated bending are 4 hours per day. Climbing, use of legs and arms, both legs required. Operation of motor vehicle, overhead fall protection, and various pieces of aerospace ground equipment required. Near vision correctable at 13 inches to 16 inches to Jaeger I to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Depth perception. Ability to distinguish basic colors. Ability to distinguish shades of color. Must be able to hear (Hearing aid permitted). If it can be otherwise accommodated, a specific physical condition or impairment will not automatically disqualify a candidate.
WORKING CONDITIONS: Maintenance will normally be performed inside (other than normal commuting), occasionally, outside maintenance is performed. Employee will be subject to excessive heat and cold conditions; excessive humidity; excessive dampness or chilling; dry atmospheric conditions; excessive noise, intermittent (earplug required), constant noise. Works with hazardous/toxic waste materials and solvents creating hazardous waste dust. Works around electrical energy; slippery or uneven walking surfaces; machinery with moving parts; radar; moving objects or vehicles; on top of aircraft with ladders; overhead fall protection harness; various stands or scaffolding. Wear of protective equipment required. Wear respirator, tyvex protective suit, and rubber gloves as required. Wear of steel toed boots mandatory. Reflective belts during hours of darkness.
