Duties

This position is in the Facility Management Division, managing the Roads unit, of Big Bend National Park in Texas. The position is under the direct supervision of the park's Chief of Facility Management. The primary purpose of the position is to manage the planning, estimating, scheduling, tracking, and execution of simple-to-complex project work, and the preventive and recurring operational and maintenance activities for the Roads unit of the park. The incumbent will share with, participate in, and make recommendations to the Chief of Facility Management in all areas pertinent to the direction and administration of the Roads program. The roads program includes approximately 127 miles of paved roads and approximately 200 miles of unpaved and backcountry roads throughout the 800,000+ acre national park. These roads provide visitor and employee access to the recreational and cultural sites and opportunities and are critical park resources. Additionally, these duties provide stewardship of assets, ensuring visitor use and enjoyment, as well as the protection of natural and cultural resources. The incumbent supervises and directs the work of the Roads unit of the park, providing professional and technical support on preventive maintenance, new construction, recurring work, and life cycle management for the maintenance of roads, parking areas, traffic signage, solid waste management, and snow and ice removal. Incumbent is responsible to interprets the needs of and direction for the maintenance work that includes routine facility operations, long-range planning, preventative maintenance, general repairs, emergency response, cyclic maintenance, repair and rehabilitation, equipment replacement, federal highways projects, and new construction (in-house or by contract) for roads and related facilities. Incumbent supervises all vehicle and equipment repair and preventive maintenance activities of the Auto Shop, which manages a park fleet of approximately 100 vehicles. Incumbent performs administrative functions for the Roads unit including budget planning and tracking, staffing (planning, recruiting, hiring, payroll, leave, scheduling). Is responsible for charge card purchases and approvals for the unit, charge card validations, and approves travel and training. Works with the Facility Management Software System (FMSS) program. Serves as park Point of Contact (POC) and Contracting Officer Representative (COR) for projects within the Roads unit. Area Information: Big Bend National Park encompasses 801,000 acres of the Chihuahuan Desert with more biodiversity than almost any other national park and a dark sky designation. Elevation in the park varies from 7825 to 1850 ft. The climate is generally pleasant with hot summers (90-110+ degrees F.) and mild winters (30-50 degrees F.). Recreational opportunities include hiking, bird watching, photography, backcountry camping, bicycling, and river rafting. The park has a post office, gas stations, camper stores, restaurant, library, gym, and lodge. The gateway town of Terlingua has lodging, restaurants, hardware store, small grocery and gift stores, churches and a bank. Lajitas has limited shopping, lodging, restaurants, golf course and churches. Alpine, Texas (100 miles from PJ) has most necessities, including supermarkets, variety of stores, a hospital, pharmacies, churches, a movie theater, and a university. The nearest larger cities are Midland/Odessa (225 miles) and El Paso (325 miles). Daycare and School Information: The San Vicente Independent School District (SVISD) and SVISD Early Learning Center (ELC), are located in Panther Junction and serve those that live in Big Bend National Park. SVISD ELC, is a state-accredited daycare facility for children ages 18 months to 4 years of age. Daycare services are currently free of charge (subject to change). The SVISD elementary school, located in Panther Junction, is a Texas Education Agency, A-Rated, elementary school (K-8). Terlingua (30 miles) has a state-accredited high school, rich in academics, extracurricular, and athletic opportunities for students in grades 9-12.
