About the Position: As a Program Manager responsible for managing the efficient and effective coordination and accomplishment of the program planning, scope, development, and studies, designs, and construction of major projects. Serves as primary point of contact for the District's OCONUS program in support of US Northern Command, the US Department of State, Transatlantic Division, and Pacific Ocean Division.

Duties

Responsible for the overall program management, control, coordination, execution by directing District resources. Provides program management support to subordinate PM’s, through program oversight activities and interaction. Assists in the coordination of project issues not only with the District’s OCONUS partners but with other government agencies as required. Performs as the program and project team leader, implements corporate decisions, guidance, laws, regulations, and policy in the program and project development and intermediate products. Participates in District programming decisions affecting long and short-range courses of action for assigned projects. Coordinates the program planning, design, cost engineering, construction, and environmental restoration, etc., for complex projects . Projects include feasibility studies, protection projects, rehabilitation projects and various military construction projects (MILCON). Serves as the District's primary point of contact for program and projects assigned with sponsor/customer; Federal, state, and local government agencies, congressional interest; other external organizations; and higher authorities. Keeps the sponsor/customer fully informed of project progress, issues and their resolution, and any impact on costs.
