Duties

You will serve as an Operations Research Analyst (Data Scientist) within the Data Analysis Directorate for NAVSAFECOM. You will use diverse data science techniques including machine learning, natural language processing, deep learning, robotics process automation, advanced visualizations. You will work large longitudinal safety and personnel databases using scripting languages (e.g., R/Python/Databricks) and through queries using structured query language (SQL) and visual programming tools. You will coordinate project development and management, justification, plans, schedules, study plan development and support requirements with data scientists, analysts, engineers, commanders, staff representatives, and agency executives. You will provide high-level technical expertise on the aggregation, collation, and the analyzation of data from databases. You will perform statistical analysis to include predictive analytics, machine learning, descriptive and inferential statistics, identifying and forecasting trends and creating risk analysis. You will coordinate project development and management, justification, plans, schedules, study plan development and support requirements with data scientists, analysts, engineers, commanders, staff representatives, and agency executives. You will perform project management responsibilities including translating research to project phases, planning methods of approach, and collecting data. You will receive, coordinate, and modify requests for information to conform to available data. You will initiate and perform research and major analytical studies on safety related topics. Qualifications

GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Creating models; 2) Performing analysis; and 3) Assisting with planning and developing theory and methodology. GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Creating models; 2) Performing analysis; 3) Planning and developing theory and methodology; and 4) Developing reports of model conclusions including charts, tables, dashboards, and presentations. GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Creating models in different operating environments; (2) Performing analysis through various modeling techniques; (3) Planning and developing theory and methodology; and (4) Developing reports of model conclusions including charts, tables, dashboards, and presentations. GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Performing research and major analytical studies on safety related topics; (2) Translating research into project phases, planning methods of approach, subdividing projects into significant phases, collecting data, and interpreting results; (3) Performing statistical analyses, forecasting trends, and risk analyses using modeling and simulation; (4) Developing reports, charts, tables, and presentations based on data and analysis; and (5) Receiving, coordinating, and modifying requests for modeling and simulation. GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-12) or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Coordinating project development and management, justification, plans, schedules, study plan development, and support requirements with analysts, engineers, commanders, staff representatives, agency executives, customers and appropriate organizations; (2) Translating research to project phases, planning methods of approach, subdividing projects into significant phases, collecting data, modifying methodology or theory as needed, interpreting results, and deriving recommendations and conclusions; (3) Performing practical application of Data modeling (Dimensional & Relational) concepts like Star-Schema Modeling, Snowflake Schema Modeling, Fact and Dimension tables and performing end to end data and process modeling skills, source to target mapping techniques, and data flow diagrams; (4) Initiating and performing research and major analytical projects on safety related topics, which often lack precedents or previous research involving application of analytical techniques to develop studies of issues that involve considerable complexity; (5) Receiving, coordinating, and modifying requests for modeling and simulation to conform to available data if time constraints are present, advising requestors as to the feasibility of requests, and proposing alternate methods and data when preferred data is not available; and (6) Developing reports of model conclusions including charts, tables, dashboards, and presentations. Education

Basic Requirements:

Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

The following can be substituted in order to meet the minimum qualifications requirements of this position at the GS-07 Level:

1 year of graduate-level education

OR

Superior academic achievement

The following can be substituted in order to meet the minimum qualifications requirements of this position at the GS-09 Level:

2 years of progressively higher level graduate education leading to a master's degree

OR

Master's or equivalent graduate degree

The following can be substituted in order to meet the minimum qualifications requirements of this position at the GS-11 Level:

3 years of progressively higher level graduate education leading to a Ph.D. degree

OR

Ph.D. or equivalent doctoral degree


Evaluation of Education:

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.???????

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
