You will serve as a Program Analyst in the Corp Business & Analysis Group, Cost & Acquisition Analysis Dept, Mission & Threats Support Branch of NAVAIRWARCENWPNDIV POINT MUGU.
Duties
You will develop life cycle cost analyses for program projects and conduct cost benefit analysis for current or projected programs.
You will research new or improved business and management practices for application to agency programs or operations for the program.
You will analyze management information requirements to develop program or administrative reports utilizing system specifications, data gathering and analytical techniques, and systems evaluation methodology.
You will identify resources (staff, funding, equipment, or facilities) required to support varied levels of program operations.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following:1) Researching, reviewing, interpreting, and translating technical requirements and direct work products into contractual documents; 2) Reviewing the technical content of Statements of Work (SOWs) or Performance Work Statements (PWS), to ensure work requirements are accurately described, properly categorized, reasonably quoted and fall within the scope of the contract; 3) Briefing customers, debriefing and providing recommendations to leadership or management regarding travel, material purchases, overtime requirements, training, resource utilization, contract surveillance, and vendor performance; 5) Monitoring and reporting on all aspects of the contract performance, including ensuring appropriate labor categories and labor rates are reasonable for the work being performed; 6) Developing acquisition packages and participating in all aspects of source selection, contract surveillance, and vendor evaluations; and 7) Coaching and mentoring journey level personnel.

Education
GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
