DCSA's Human Capital Management Office is seeking a Supervisory HR Specialist, to lead the Employee Development Branch. This position involves leading workforce development initiatives, overseeing the acquisition and procurement of training, and administering the agency's training budget. The successful candidate will offer authoritative advice on identifying training requirements, crafting strategic planning for training, and spearheading workforce development efforts.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this GS/GG-14 position includes:
1. Providing technical advice on policy, identifying training needs, developing strategic plans for organizational learning, and managing training, education, and professional development programs to meet organizational needs and align with strategic imperatives.
2. Planning, organizing, and evaluating initiatives to support training, education and professional development programs.
3. Overseeing the administration of budgets, procurements, and contracts for training, education, and professional development in partnership with financial management and acquisition offices includes the development and management of contracts, acting as the Contracting Officer's Representative and Billing Official, overseeing service procurement, and ensuring adherence to acquisition policies in support of employee and leader development initiatives.
4. Leading, managing, and facilitating decision-making processes, which may include the oversight of governance and competitive selection boards pertinent to the development of employee and leadership programs, policies, and initiatives.
5. Working with a diverse range of stakeholders, including management officials, supervisors, employees, and external partners with professionalism, tact, and empathy, contributing to workforce development initiatives with a commitment to quality service and continuous improvement in training effectiveness.
Specifically you will be evaluated on the following competencies:
