The following are the duties of this position at the full working level.
Provide assistance to analysts when initiating, planning, implementing, controlling, modifying and executing all or part of an entire research project. The projects include such tasks as formulation of workload estimates for program segments, specification of the methodology, preparation of appropriate procedures, and review of computer systems specifications and materials and instructions needed for assuring the adequacy of the study's design.
Assists other analysts in determining the scope, goals and schedules for future programs in the Staff. Acts as a troubleshooter in resolving bottlenecks in a particular step in a nationwide program or research project.
Working with higher graded analysts, help to resolve very complex problems requiring incumbent's in-depth statistical and subject matter knowledge.
Assumes responsibility for the planning the efficient use of available staff and resources within assigned subject-matter projects. Monitors such use to advise superiors of necessary remedial action or changes.
Recommends the use of automated data processing methods to statistical techniques used in the Division. Produces tables and graphical materials using standard computer software packages.
If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses. For example, you may be hired as a GS-05, but if the position has promotion potential to GS-11, then you can move from a GS-05 to a GS-11 in as little as three years. Promotions are not automatic, and may occur after you have:
met time-in-grade requirements;
performed at an acceptable level of competence; and
demonstrated your ability to perform work at the next higher grade level.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT (ALL GRADES): A Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing
A combination of education and experience that includes courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal Service. Specialized experience that includes experience demonstrating the basic comprehension of statistical and mathematical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research; basic professional knowledge of the methods and principles of mathematical statistics and their application to relevant IRS projects and studies; experience researching and gathering pertinent data from a wide variety of sources, and presenting the data in a professional manner; experience conducting statistical analysis and make recommendations on the results; experience in project planning techniques that can be used to plan develop and evaluate programs; experience using knowledge of systems analysis techniques and cost benefit analysis and skills in the use of statistical software packages and computer database tools.

EDUCATION: You may substitute education for specialized experience as follows: master's or equivalent graduate degree in a related field of study such as mathematics or statistics
OR 2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a related field of study such as mathematics or statistics.
SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal Service. Specialized experience that includes experience using statistical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research; experience using knowledge of research and study design and administration processes from the formulation of concepts through specification and analysis of output to the presentation of conclusions; experience in facilitating the planning and execution of a variety of projects and in developing authoritative recommendations requiring technical and administrative judgment; ability to prepare reports and conduct statistical analysis to provide recommendations on results; experience in project planning techniques that can be used to plan develop and evaluate programs; experience in systems analysis techniques and cost benefit analysis and skills in the use of statistical software packages and computer database tools and of other types of mainframes and personal computer software.

EDUCATION: You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study such as mathematics or statistics.
OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study such as mathematics or statistics.
SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service. Specialized experience that includes experience using statistical and mathematical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research. Your experience must demonstrate the capability of applying this professional knowledge to IRS programs; experience researching and gathering pertinent data from a variety of sources, and using them in analyzing complex and highly technical program areas and experience explaining technical terminology and making recommendations on the results; experience in research and study design and administration processes from the formulation of concepts through specification and analysis of output to the presentation of conclusions; experience in planning and execution of a variety of projects and in developing authoritative recommendations requiring technical and administrative judgment. Your experience must also include gathering facts, related findings, negotiating resolution of problems, and selling new approaches to various levels of management; experience in project planning techniques that can be used to plan develop and evaluate programs; experience using systems analysis techniques and cost benefit analysis and in the use of statistical software packages and computer database tools and other types of mainframe and personal computer software.
