You will serve as a EMERGENCY MANAGEMENT SPECIALIST in the OPERATIONS DEPARTMENT of COMNAVREG SE JAX.

Duties

You will oversee the development and sustainment of region and installation Emergency Management plans, directives and procedures in coordination with tenant commands and local communities. You will the implementation of plans under simulated emergency conditions and the execution/implementation of these plans under actual emergency conditions. You will coordinate emergency operations with external agencies (e.g., Federal Emergency Management Agency [FEMA], DoD, Explosive Ordnance Disposal EOD], and other major and local military commands and civil authorities). You will serve as an authoritative source on all areas of Emergency Management, Chemical, Biological, Radiological, and Nuclear (CBRN), and dispatch for the Region Emergency Management Program Director You will develop official agreements and memorandums of understanding between the Region and other organizations for mutual aid and support during emergencies. You will review and monitor all weapons of mass destruction (WMD) programs at shore facilities and commands within the regional commanders' AOR to ensure compliance with applicable DoD and DON instructions and directives. You will oversee the management of project resource utilization to ensure it is effective and complies with regional strategic objectives, roles and missions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) dealing with emergencies and disasters, such as Threats involving natural forces, including thunderstorms, floods, tornados, hurricanes, winter storms, drought, wildfires, landslides, earthquakes, tsunamis (tidal waves), volcanoes, dam failure (man-made) hazards including hazardous material releases and spills, acts of terrorism, and nuclear accidents; 2) answering Regional Operations Center or Emergency Operations Center managers' questions regarding operations, equipment, software, set-up, and command and control procedures; 3) analyzing and evaluating reports and survey results from each activity/command and preparing clear, concise, objective recommendations for all levels of command; 4) collaborating on the development of Force Protection plans utilizing a practical knowledge of the DoD and DON Anti-Terrorism/Force Protection program, fundamentals, and Force Protection conditions based on threat assessments and installation vulnerability assessments; and 5) applying laws, regulations, directives, instructions and technical and field manuals, outlining the procedures to develop an Emergency Management organization.
