This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research. Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Program Analyst (GTR), you will: Advise and coordinate with PDR and HUD Government Technical Monitors (GTMs), and other technical and program staff to process work plans, performance reports, and invoices in a timely manner. Consult with other HUD staff to assess appropriateness of proposed tasks, schedule, key personnel, and budgeted activities. Utilize management information systems to manage awards and makes recommendations to management on uses of management information systems to improve the administrative and programmatic aspects of the program. Conduct close-out schedules for technical assistance grantees, provides final written evaluation of grantees' performance and conducts follow-up with field office staff on final GTR reports where necessary. Participate as a team member in the development of the annual Notice of Federal Assistance (NOFA) and assists with the review of applications of potential technical assistance providers.

Specialized Experience: For the GS-12: You must have one year of experience at the GS-11 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Performing studies and analysis of program operations in order to make recommendations for improvements and increased efficiencies. Examples of such experience may include: Performing studies and participating in the research and development of procedures or policies; OR Planning efforts for an organization or team by translating policy or activities into defined plans for accomplishing goals; OR Preparing reports, studies, or presentations to provide recommendations to improve effectiveness of an office or program. Specialized Experience: For the GS-11: You must have one year of experience at the GS-9 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Performing analysis of program operations and participating in the research and development of procedures and program operations. Examples of such experience may include: Using spreadsheet and database systems to manage and analyze information from numerous reports and sources; OR Monitoring performance or compliance with established statutory, regulatory, or programmatic requirements; OR Analyzing findings, conclusions, and recommendations to upper management. OR Education: You may substitute education for general or specialized experience as follows: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentages must equal at least 100 percent to qualify. Specialized Experience: For the GS-9: You must have one year of experience at the GS-7 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Reviewing policies and procedures and coordinating information in order to prepare reports and presentations for review. Examples of such experience may include: Applying analytical principles and techniques to assignments received; OR Assembling and analyzing facts to draw conclusions. OR Education: You may substitute education for general or specialized experience as follows: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: You may qualify by a combination of experience and education. This is creditable providing the combination total percentage equals 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-9 level for 52 weeks. For the GS-9 you must have been at the GS-7 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
