Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst (GTR), you will:
Advise and coordinate with PDR and HUD Government Technical Monitors (GTMs), and other technical and program staff to process work plans, performance reports, and invoices in a timely manner.
Consult with other HUD staff to assess appropriateness of proposed tasks, schedule, key personnel, and budgeted activities.
Utilize management information systems to manage awards and makes recommendations to management on uses of management information systems to improve the administrative and programmatic aspects of the program.
Conduct close-out schedules for technical assistance grantees, provides final written evaluation of grantees' performance and conducts follow-up with field office staff on final GTR reports where necessary.
Participate as a team member in the development of the annual Notice of Federal Assistance (NOFA) and assists with the review of applications of potential technical assistance providers.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-07: You must have one year of experience at the GS-5 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
Assisting with the research and analysis of program operations and procedure improvement efforts.
Examples of such experience may include:
Compiling relevant data and inputting information into databases (tables, narrative, or other understandable formats) for review by others; OR
Performing preliminary analysis of gathered information to assist with preparation of accurate reports.
OR
Education: You may substitute education for general or specialized experience as follows: One full year of graduate level education; or Superior Academic Achievement based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR
Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. (For example: the completion of a 9 semester hours of graduate level education: 6 months specialized experience equivalent to the next lower grade level.)
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
