You will serve as an Engineer for the Technical Director NAVAL SURFACE WARFARE CENTER Port Hueneme Division.

Duties

You will require knowledge and experience in the conduct of both tactical and operational levels of Naval Operations across all warfare mission areas as carried out by surface/air/undersea naval platforms. You will provide coordination and collaboration for sea event reconstruction and analysis, post event data evaluation and subsequent gap analysis. You will provide data to support fleet exercises/experiments, development of after-action reports, roadmap for LSEs, emerging naval concepts/doctrines (e.g. Fleet Design, Fleet Tactical Grid, etc.) and war-gaming, analysis, and prototyping. You will contribute and coordinate participation in the NAVSEA Warfare Centers Fleet Engagement Strategy. You will provide senior engineering, technical and operational consultation for systems that enable and enhance Naval Operations across all mission areas and naval platforms. You will establish and maintain effective working relationships with the technical departments and division leadership, as well as with supervisors, program managers, and technical subject matter experts in multiple organizations. You will present ideas clearly and succinctly both in writing and verbally at the SES/Flag level. You will develop new initiatives/thrusts, strategies, and proposals from customer and fleet goals, emerging concepts/doctrines and requirements. You will gather date from external environment, analyze and evaluate alternatives, and develop and implement solutions. You will support the development of technological visions for future Naval Operations.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to perform occasional sea duty.

Qualifications

I have one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Engineer developing, testing, and advising on warfare engineering technologies, methods, or approaches to present reports and recommendations for the integration of new system capabilities across various commands. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
