NIST works with industry and science to advance innovation and improve quality of life. We're looking for a Data Scientist to join our team! This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

Inform the DEIO Director and staff on technical tools, methodologies, and resources for conducting studies and analyzing DEIO-related information to drive Agency buy in. Apply expert knowledge of mathematical, statistical theories, techniques, and methods to gather, analyze, design and construct processes for analytical modeling, reporting quantitative and qualitative information, trends, relationships, and correlations among or within DEIA data. Prioritize a Data Modeling roadmap to deliver outcomes and quickly identify leverage points in complex workforce problems. Define clear and actionable problem statements to deliver results while displaying a comprehensive understanding of optimized data models. Use data-driven methods to identify challenges by conducting predictive and root cause analysis to develop practical courses of action and timely solutions that influence organizational and individual barriers which preclude diversity, equity, inclusion, and accessibility within NIST. Collaborates with Office of Human Resource Management (OHRM) to develop metrics and evaluation frameworks to measure the impact of the DEIO's initiatives and activities. Manage equity programming by providing updates and tracking agency external-facing performance and impact actions that drive economic and equitable outcomes in response to Executive Order 14091. Maintains a commitment to remaining updated on emerging trends, research, and data- driven best practices in the field of DEIA and Belonging.

Qualifications

Basic Requirements: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application. In addition to the above basic requirements: Applicants must have one year (52 weeks) of the specialized experience at the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience with performing advanced, complex quantitative data analysis of large datasets and trends, utilizing econometrics, and/or other statistical methods to advance equity and economic justice. Experience using and integrating racial and gender equity and intersectional frameworks and analysis in research study designs, written reports, and briefs. Experience developing, maintaining, and enhancing DEIA Dashboards (containing workforce data) for monthly or quarterly reporting and analysis. Experience with multivariate statistical methods, survey research, and qualitative research design and analysis. Experience utilizing data visualization to communicate complex concepts on DEIA-related findings to Executive leadership and lay audiences (non-statistical audiences). Knowledge of evaluation methodologies and techniques to assess the impact and effectiveness of DEIO initiatives. Ability to measure outcomes, collect feedback, and make data-driven adjustments to improve DEIO strategies, trainings, programs, and actions. Experience with various research methods, such as conducting literature reviews and supporting primary data collection.
