The mission of the Treasury Inspector General for Tax Administration's (TIGTA) Office of Investigations is to protect the Internal Revenue Service from internal and external threats and corruption that could negatively impact the IRS' ability to administer the nation's tax laws. We detect and deter waste, fraud and abuse in IRS programs and operations and protect the IRS against internal misconduct and corruption as well as external attempts to corrupt or threaten its employees.

Duties

This position is located at Office of the Inspector General for Tax Admin,Office of Investigations- Deputy Inspector General for Investigations. As a Fingerprint Specialist (Senior), you will be a recognized expert in latent print examination who possesses outstanding knowledge, skill and ability in all phases of the work. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Performs all types of latent print examination and identification to ensure professional treatment of physical evidence and related problems; scope includes all types of friction ridge skin. - Supports Special Agents and Director, Office of Investigations and Technology in the conduct of criminal investigations in the specialized and non-specialized aspects mentioned in this description, which requires in office laboratory work as well as occasional field travel. - Receives all types of physical evidence, e.g., documents, currency, weapons and computers, submitted by inspectors for latent print examination; maintains the scientific and legal integrity of the evidence; observes the legal chain of custody requirements; transports and safeguards key evidence to be used in trials, hearings, etc. - Determines general approach and appropriate methodology necessary to effectively and reliably examine the physical evidence submitted, taking into consideration such factors as the nature and condition of the evidence, established scientific techniques, time available for examination, circumstances surrounding the evidence, legal and professional requirements and optimum utilization of laboratory facilities. - Conducts comprehensive applied research projects to modify existing applications, develop new and more effective methodology for the examination of highly complex or unusual items of evidence, enhance the identification process and aid inspectors in the detection of fraud.

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Testifying as a latent print expert in jury trials; AND - Processing physical evidence (i.e., paper, weapons, computers etc.) using comprehensive physical and chemical development techniques. AND - Analyzing, comparing and evaluating latent print impressions and rendering a conclusion with minimal supervision; AND - Using digital photography as a capture medium for developed latent prints. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Assisting with the preparation for latent print expert witness testimony; AND - Processing physical evidence (e.g., documents, weapons, computers etc.) using comprehensive physical and chemical development techniques; AND - Analyzing, comparing and evaluating latent print impressions with known exemplars and rendering accurate conclusions; AND - Using digital photography as a capture medium for developed latent prints. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
