Duties

Summary: The primary purpose of this position is to serve as an Educational Technician providing advisory and administration support for centralized Military Tuition Assistance program and Community College of the Air Force degree requirements. Duties: Processes Tuition Assistance actions. Serves as the technical expert for Community College of the Air Force (CCAF) degree requirements. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of, and skill in applying, comprehensive body of rules, procedures, and technical methods sufficient to carry out limited projects, analyze a variety of routine facts, research minor problems that are not readily understood, and summarize facts and issues; 2) knowledge of, and skill in comprehensive training principles to assist in planning execution of operations and training programs; 3) knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned budget accounts (e.g., organizational components, programs, services, object classes, and/or line items) to perform and advise on budget administration tasks and to identify and refer those reprogramming actions which require prior approval to officials at higher echelons; 4) knowledge of budget formulation processes to forecast annual revenues and expenses of assigned funds and to enter/adjust information in forms and schedules in acceptable budget formats (e.g., showing fund assets and liabilities). In addition, execute processes and practices to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; 5) knowledge of automated data processing concepts and systems capabilities to accomplish assigned training, budget and timekeeper functions; 6) practical knowledge of organizational budget preparation/execution, Government Purchase Card Program and accounts maintenance work. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR EXTERNAL APPLICANTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the mission, organization, and work processes of programs throughout the MAJCOM, to include a practical knowledge of education programs available to military service members and their dependents. 2. Knowledge of the Military Tuition Assistance program to include but not limited to invoice payment processes, student reimbursements and grades management, regulations on GPC purchases and other approved billing procedures. 3. Ability to communicate effectively, both orally and in writing, with tact, diplomacy, and courtesy. 4. Ability to recognize and define problem areas, apply marketing research techniques, and analyze information for presentation to management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
