Duties

Formulates and implements the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements obtained from the Joint Force Headquarters (JFHQ) staff, units, USPFO, NGB and other organizations. Develops, coordinates and implements policies, procedures and requirements for unit deployment, inter-service support agreements as approved by the USPFO, emergency support for civil authorities, training exercises support and environmental compliance. Ensures coordination between units, JFHQ staff, USPFO, NGB and other agencies on command logistics support requirements. Initiates equipment redistribution guidance. Responsible for operation of the logistics operations center to support JFHQ Emergency Operations Center for Federal and State missions. Obtains data from the Unit Status Report and the Material Readiness Report to determine and improve logistics readiness. Consolidates all logistics readiness indicators to formulate an assessment of the command logistics readiness of the state. Develops the Equipment on Hand policy that directs the supply and services officer and (DOL) DCSLOG/G4 to initiate equipment redistribution actions within the command. Develops, staffs and implements logistics plans for material fielding, mission support and mobilization. Receives input from the Surface Maintenance Manager (SMM) regarding the Mission Support Plans to support the material fielding plan. Develops command requirements for new equipment training. Analyzes, directs and provides command logistics guidance to support CTA/TDA/MTOE changes and turn-in of command excess equipment to the USPFO. Serves as the Information Systems/Automation Security Officer, Physical Security Officer and Safety Officer for the directorate, providing technical oversight throughout the shops and activities of the program. Updates Internal Management Control (IMC) Plan projecting 5 years into future for all DCSLOG/G4 branches or activities. Prepares the annual DCSLOG/G4 management controls statement of assurance. Performs other duties as assigned.

Requirements

  • Incumbent is subject to termination due to loss or reduction in funding for this position.

  • Males born after 31 December 1959 must be registered for Selective Service.

  • U.S. Citizenship and Secret Clearance is required.

  • APPOINTMENT FACTORS: Excepted/Enlisted in the Alaska Army National Guard.
  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Private First Class (PFC/E3) and the maximum military grade is Sergeant First Class (SFC/E7).
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

GENERAL EXPERIENCE is experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. GS-07 - SPECIALIZED EXPERIENCE / EDUCATION To qualify for this position at the GS-07 level, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-05. Experience in formulating and implementing the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements. Experience consolidating all logistics readiness indicators to formulate an assessment of the command logistics readiness. Experience in implementing logistics plans for material fielding, mission support and mobilization. Education - Possess 1 full year of graduate level education or superior academic achievement. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts. Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to a 4-year course of study leading to a bachelor's degree may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts. GS-09 - SPECIALIZED EXPERIENCE / EDUCATION To qualify for this position at the GS-09 level, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-07. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply functions, cataloging, maintenance, and disposal procedures. Experience in cost estimates, budgets, or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Experience in formulating and implementing the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements. Experience consolidating all logistics readiness indicators to formulate an assessment of the command logistics readiness. Experience in implementing logistics plans for material fielding, mission support and mobilization. OR Education - Possess a master's, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts. OR Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to 1 full year of graduate level education may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification.
