Duties
You will provide advice and guidance to management and employees on the full scope of employee relations issues in an organization that is complex and dynamic and consists primarily of professional and technical personnel.
You will provide advice and guidance on issues such as performance management; addressing misconduct; disciplinary and adverse actions; supervisory records; prohibited personnel practices; medical and security clearance issues.
You will draft informal corrective action, disciplinary actions, and adverse actions, ensuring compliance with procedural requirements, DoN principles, case law and command policy.
You will assess any unusual problems and situations that are not consistent with established guidelines and principles, and recommend appropriate courses of action.
You will administer employee relations programs such as Civilian Employee Assistance Program; Telework Program; and Administrative Grievance Program.
Requirements

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NO-03: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in Reading, interpreting, and utilizing civilian personnel/human resources laws, rules and regulations in a variety of civilian personnel/human resources disciplines, for Employee or Labor Relations functions.
NO-04: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reading, interpreting, and utilizing civilian personnel/human resources laws, rules and regulations in a variety of civilian personnel/human resources disciplines, for Employee or Labor Relations functions.

Education
NO-03: master's or equivalent graduate degree
