In this positionyou willserve as the Accounting Manager and technical specialist in Non-Appropriated Fund Accounting within the 66th Force Support Squadron with the responsibility for analyzing and certifying business transactions and funds availability across numerous activities. *Recruitment, Relocation, and Student Loan Repayment incentives may be considered. US. Citizenship Sound knowledge of Accounting/Financial principles, practices, and procedures. Ability to establish program objectives or performance goals and assess progress toward their achievement. Knowledge of and ability to use effective methods to gather facts, accurately assess information, and make sound decisions. Ability to coordinate and integrate work activities of several different projects. Practice knowledge of automated data processing functions, techniques, and capabilities. Ability to relate accounting knowledge to system processes. Knowledge of management and the installation's missions and objectives and their implications on Accounting Control Systems. Requires ability to read, write, and understand intermediate level English. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Plan, implement, control, and maintain the Accounting Systems and subsystems for nonappropriated fund activities. Evaluates the accuracy, adequacy, and effectiveness of existing systems and procedures. Develops and implements improvements as necessary. Develops and inquires to capture cost for budgeting and management needs. Resolves technical problems concerning the treatment of transactions for which a precedent may not be established. Exercises administrative control over funds. Prepares analyses of financial status or statements indicating conditions and trends. Identifies alternative strategies and forecasts probable consequences, considering impact on the overall system or on related accounts. Recommends solutions to unfavorable conditions. Provides advice and assistance to the Resource Management Chief concerning the status of execution of budgets and financial plans, and to management concerning such items as internal controls. Monitors data programs changes and ensures maintenance of operating systems. Serves as the point of contact for technical advice on appropriate techniques. Monitors the operation of automated Accounting Systems. Serves as technical authority to resolve system problems. Ensures timely installation of system changes, updates, etc. Reviews quality control products to identify system shortfalls or discrepancies. Ensures resolution of such conditions. Prepares, conducts, or oversees briefings for FSS personnel on new systems or changes. Performs studies and analyses, which contribute to the Force Support Squadron Plan. Provides historical data reports to reveal past fund and system usage and lessons learned about the operation of the Accounting System. Accomplishes studies to evaluate service provided and recommends improvements. Certifies funds availability.
