This position is part of the Defense Human Resources Activity. The incumbent will be responsible for leading the team: in identifying, distributing and balancing workload and tasks among employees; in making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks, in achieving desired results; and in ensuring that each employee has an integral role in developing the final team product.

Duties

As a Lead Traffic Management Specialist at the GS-2130-14 some of your typical work assignments may include: Communicating strategic plans, goals, objectives, assignments, policies, procedures, written instructions, and performance milestones per the supervisor's direction. Coaching employees on work performance and reviewing completed work to ensure employees meet supervisor's priorities, methods, quality, and deadlines. Providing expert technical assistance in managing and utilizing commercial travel programs and processes including, but not limited to Commercial Air - GSA City Pair Program, Premium Class Travel (PCT), Unused Tickets and Restricted Fares; U.S. Government Rental Car/Truck Programs; DoD Bus Program; Travel Management Company Services; and Recruit Travel and Assistance Programs. Maintain current knowledge on travel industry procedures, Travel Policies, Department Directives, etc. Providing expert technical assistance in leading and managing Contracting Officer Representatives in the performance of specific contract administration or technical functions on Travel Management Company (TMC) contracts and task orders. Ensuring program and administrative reference materials, project files, and relevant background documents are effectively maintained. Preparing qualitative and quantitative analysis reports, management studies, program reviews, and other special projects on travel programs per DoD and Federal regulations and travel industry rules and practices. Maintaining records of work accomplishments and administrative information, as required, and coordinating the preparation, presentation, and communication of work-related information to the supervisor, making recommendations for performance appraisals and team or individual recognition.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience in managing and utilizing commercial travel programs including, but not limited to: Commercial Air - GSA City Pair Program, Premium Class Travel (PCT), Unused Tickets and Restricted Fares; U.S. Government Rental Car/Truck Programs; Military Bus Program; Travel Management Company Services; and Recruit Travel and Assistance Programs. Experience with travel industry procedures, Travel Policies, and Department Directives. Experience in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensuring that all team members are aware of and planning for achievement of team goals and objectives. Applying a wide range of qualitative and/or quantitative methods to manage complex projects, identify, assess, analyze, and improve team effectiveness, efficiency, and work products. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2130 series. A. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR B. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
