About the Position: Serves as a Principal Quality Assurance Specialist and advisor responsible for managing all quality assurance activities associated with all complex energetic products and materials being produced on all shifts at the Government Owned-Contractor Operated (GOCO) Radford Army Ammunition Plant (RFAAP).

Duties

Responsible for conducting oversight of complex energetic products and major production processes. Advises and provides oversight for outside Government agencies such as JMC, PEO-AMMO, ARDEC, DCMA, TACOM, NAVSEA, RDECOM, Air Force PM, and others. Conducts on-going reviews to identify trends by both statistical standards and technically well developed subjective standards. Documents non-conforming conditions via Corrective Action Requests. Identifies and addresses problem areas based on observation factors, applying detailed knowledge of various investigative and analytical techniques. Serves as the primary point of contact for assigned functional areas, i.e., Lean Six Sigma Coordinator, between contractor and key outside Government personnel. Studies, analyzes, and develops a quality assurance oversight program-Authorizes shipment and payment for multi-million-dollar programs. Execute requirements for the Risk Management Internal Control Program (RMIC).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • The duties of this position require occasional temporary duty (TDY) travel.
  • This position requires the wear and use of prescribed personnel protective equipment.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends and holidays.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (SCFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 36 months of entrance on duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Reviewing and evaluating quality control/quality assurance procedures through periodic audits; 2) Reviewing written quality assurance (QA) requirements for adequacy; 3) Evaluating the implementation and effectiveness of quality controls on munition systems; 4) Analyzing data to detect unsatisfactory trends in the procurement and production of munitions systems; 5) and identify quality control/quality assurance inadequacies on munitions and munitions-related items and request corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Quality AssuranceQuality ManagementRisk Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
