About the Position: Serves as the lead compliance chemist for surety and dilute laboratory oversight and operations support for chemical weapons stockpile and disposal facilities. This position is located in Redstone Arsenal, Alabama.

Duties

Implement the Department of Defense/Department of Army program requirements IAW DoDI 5210.65, Security Standards for Safeguarding Chemical Agents, AR 50-6. Conduct oversight of non-Department of Defense laboratories authorized to perform Department of Defense and non- Department of Defense chemical agent work. Ensure Department of Defense chemical agent is maintained under a system of records that provides a verifiable audit trail that is traceable from acquisition through use or destruction. Ensure inventory reporting for accountable materials at all non- Department of Defense facilities IAW guidance issued by the Department of Defense. Ensure Department of Defense/Department of Army program requirements are maintained at chemical agent laboratories through procedures at each lab. Ensure personnel with access to agent are assigned to the chemical personnel reliability program and are technically proficient. Ensure state-of-the-art methods are incorporated in all aspects of the Army Materiel Command Surety Program and subordinate facilities. Revise the Army Materiel Command program guidance and ensure implementation. Analyze and evaluate operations, safety data, and reports, and use results to enhance the program. Review program documents to ensure consistency of Army Materiel Command, Department of Army, and Department of Defense policy. Oversee a multi-functional laboratory oversight team of peers through the GS-14 level. Serve as the compliance lead responsible for annual inspection schedules, preparations of transmittals, preparation of briefs, and preparation of deports. Provide chemical surety assistance to Department of Defense, Department of Army, other Army Commands, and other government agencies. Establish and coordinate policy and guidance for the implementation and management of the Department of Defense/Department of Army/ Army Materiel Command, Chemical Agent Accountability program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 40% of the time.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Providing advice to leadership on impacts, possible mitigation actions, and long-term strategy to maintain an effective chemical program; (2) Serving as the lead chemical agent program analyst and point of contact for chemical agent operations in support of research and technical oversight for an organization; AND (3) Developing plans, policies, agreements and procedures implementing command specified tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
