This position is located in the Support Services Division (SSD) at Louisville, KY Regional Office (RO). The incumbent performs facilities management, property management, government vehicle management, serves as the primary-alternate PIV coordinator, and completes other administrative tasks, under the supervision of the Supervisory Support Services Specialist and the Chief, Support Services Division.
Duties
Major duties are included but not limited to:
Evaluates and provides input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure.
Provides property management services including facilities, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture.
Oversees the fleet management program by coordinating day-to-day functions by documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports.
Conducts fact-finding or analyses to determine facility requirements based on RO organizational needs, service deficiencies, and appropriate resolutions to identified issues.
Responsible for the administration of the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards and manages administration roles. Acts as the PIV liaison as required.
Provide forms and publication services which consists of printing, reproduction and distribution of forms. Ensures equipment requirements are met for all forms and publications activities.
Evaluates and provides input into security plans and reports. Coordinates building security with appropriate authorities. Produces all reports associated with security.
Evaluates and provides input and recommendations for procedural improvements in all administrative functional areas.
Coordinates with acquisition personnel in acquiring office supplies and equipment, stores and distributes office supplies and equipment, and conducting inventories.
Participates in the development and implementation of policies and procedures.
Participates in the stations safety program by providing input, tracking and implementation of safety related items

Qualifications
The Support Services Specialist position has an Individual Occupational Requirements (IOR). The IOR is listed in the vacancy announcement. You must meet the IOR requirement for time-in-grade, specialized experience AND education requirements. SEE THE FULL ANNOUNCEMENT FOR THE IOR REQUIREMENTS AS WELL AS TIME-IN-GRADE REQUIREMENT.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience is defined as: Developing and interpreting administrative policies and requirements and reviewing the work of other team members. Assisting with any facility issues, equipment, service operation design projects; and analyzing and assessing the efficiency and effectiveness of various administrative programs. Renovation of existing office space, relocation of a team and/or office, facility improvements, workspace adjustments, and/or minor construction, etc. Administering government regulations relating to environmental, health, safety, and/or security standards which can be gained through such activities as conducting safety and/or security inspections, assisting or monitoring a safety and/or security program, and/or identifying and/or resolving safety and/or security deficiencies. Analyzing use of space and facilities, safety and/or security inspections, and/or minor construction budgets, etc. and advising management accordingly. Property management, inventory of supplies and/or equipment, procurement of supplies and/or equipment, and/or vehicle management, etc. Administration and management of an identity card program, to include, cardstock inventory management, card issuance, administrative oversight of role-holders, and issuing cards, as necessary.
IOR Specialized experience: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work normally involves mental rather than physical exertion.

Education
IOR Education: Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. 3 years or a Ph.D. or equivalent doctoral degree is creditable for GS-11.
