The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Real Property Section of Joint Base Elmendorf-Richardson, Alaska.
Duties
Plans, organizes, and directs the activities of 673 CES/CEIAP - Real Property Section, ensuring that Real Property complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 673 CES with a variety of installation and functional area organizations.
Directs and serves on teams and working groups composed of various functional disciplines engaged in performing audits and inventories, developing and recommending proposals and implementation plans.
Develops Program Resource Allocation, Planning, Programming, and budgeting for assigned programs within the Real Estate AMP and/or relevant Installation Development Plans.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working with a wide range of complex real property laws, legal procedures, regulations, instructions, directives, principles, concepts, and practices; as well as a good understanding of the real estate market to acquire real property involving a combination of complicating factors at a military installation which involves high volume activity. Working with budget processes, procedures, and requirements to formulate, justify, and monitor various fund's expenditures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
General and practical knowledge of the concepts, theories, policies, and procedures of acquisition, lease, and disposal of real estate property and privatization rules, regulations, and procedures relating to the management of military real estate and real property, including construction of new buildings.
Knowledge of general work safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge of asset management and real property principles, applicable public laws, DoD and AF concepts, theories, policies, directives, and procedures.
General knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds desired.
