About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas. Duties

Develops program objectives, operating schedules, resource requirements, and overall program plans. Prepares financial forecasts in line with program execution and maintains continuous audit trail of an actual vs. planned accomplishments and expenditures. Recommends and assists in the adjustment of program plans, objectives, and funding to accommodate engineering changes, increased production, and critical logistical/operational changes. Determines alternative courses of action and recommends changes in program goals based on tradeoffs in time, cost, and manpower requirements. Identifies trends towards slippage and time and money overruns; suggests methods that will permit regaining the schedule or rescheduling the program.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes: experience formulating, presenting, defending, and analyzing program requirements for a civil works program.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical)Performance MeasurementProject ManagementTeamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (for the GS-11 level: 1 year at the GS-09; for the GS-12 level: 1 year at the GS-11).
